It has not been established an effective performance evaluation system of state-owned hospitals in China, which results in state-owned hospitals running with low efficiency to some degree. As an effective monitoring system and management system, hospital performance evaluation not only for self-monitoring, but also has become the new management tool of the new competitive environment. In the era of rapid development of information technology, the hospital's competitive environment and medical needs have got profound changes. Evidently, the old performance evaluation system has not met the current hospital management and competitive environment. Therefore, it is essential to establish a scientific and practical performance evaluation index system of hospitals in order to promoting healthy and stable development for fair and objective evaluation of a hospital's at overall performance levels.Firstly, it explains the content of performance management and performance evaluation based on analyzing the status of domestic and foreign hospitals about the performance evaluation .Secondly, from the level of economic operation, internal process perspective and learning and development levels, and patients with different levels of performance evaluation were selected. Thirdly, with the using the Delphi method, combining literature, selected some indicators which can represent the performance evaluation of hospital .Finally, AHP to determine the appropriate weight of each index, the establishment of non-profit hospital performance evaluation index system, and status of hospital performance evaluation was a descriptive study. This study on S hospital regulates their performance management role with the promotion of research findings for the same medical background with reference to improving performance management.The last part of the article describes the situation of S hospital by building on evaluation index system, and gets some understanding for the Index System: selecting the indicators in the evaluation process of subjectivity; index selection is limited and difficult; experts consulting deviation; failing to establish an effective evaluation system. And on this basis, we should establish a sound evaluation system and propose some recommendations: the need to determine the hospital strategic objectives; software and hardware and facilities, two-effectiveness of social and economic benefits; hospital-wide staff communication; improve hospital performance management information systems. In this paper, balanced scorecard of performance evaluation mechanism for building, operating from the hospital in different aspects of hospital performance evaluation, will continue to be improved and put into practice, and also will participate for the hospital to better compete in going restructuring for the new hospital development.
