Study On The Status Quo And Countermeasures Of Mental Health Comprehensive Management Service In G City

Many changes have taken place in our social and economic development since the reform and opening policy.At present,the development of the cause of the Party and the country has entered a new era and a new stage,and is in a critical period of social transformation and development.Traditional values and the original production and lifestyle are under attack,various psychological stress factors are increasing,and the uncertainty about the future causes people’s anxiety,depression and other mental health problems frequently,and residents’ disease spectrum is gradually changing to mental health and mental illness.The number of patients suffering from various psychological and mental diseases is increasing.On the other hand,accidents caused by patients with mental disorders often occur in real life.The ferment of the news media constantly provokes the public’s nerves,arouses the public’s concerns about public safety,and affects the overall situation of social harmony and stability.Under the background of the implementation of the strategy of "healthy China" and the construction of "safe China",the mental health problem has become an urgent proposition of The Times.In 2015,six ministries and commissions of the state jointly launched the pilot work of comprehensive mental health management,requiring pilot areas to focus on "comprehensive service" and "policy innovation",and comprehensively promote comprehensive mental health management services by improving the working system,optimizing the service mode,establishing the rehabilitation system and improving the social security system.G City,located in the south of Sichuan Basin,is a typical resource-based and old industrial city in western China.In recent years,G City has promoted the exploration of comprehensive mental health management service as an important start in the innovation of municipal social governance.By adopting measures such as perfecting the management service system,improving the weak link of patients’ social security,strengthening the construction of management service connection mechanism,a comprehensive mental health management service model with certain characteristics has been gradually formed.However,it still faces some practical problems,such as the increasing number of people with mental sub-health,the high management risk of patients with serious mental disorders,and the rising incidence of accidents,which need to be improved and optimized.In this paper,G City is selected as the research object.Based on the externality theory and the public product theory,the collaborative governance theory is introduced into the study on the optimization of comprehensive mental health management services in G City.Firstly,the literature method was adopted to collect related literature of mental health comprehensive management services at home and abroad to understand the research status at home and abroad.Collect national,provincial and municipal mental health policy documents,laws and regulations,and sort out the existing policy basis.Collect report data and work records related to mental health comprehensive management services in G City,summarize and sort out the existing management system framework,management service content and work development of G City;Questionnaire survey was adopted to understand the basic situation,working status and salary of grassroots precision prevention personnel in G City.The interview method was adopted to collect and understand the allocation of G mental health resources,the operation status of the management service system,the problems existing in the operation process,as well as the service demand and policy suggestions.Through the collection and collation of relevant qualitative and quantitative data,it is found that G City has made some achievements in the comprehensive management of mental health services,but it is faced with such practical problems as blind spots in the management services,increasing cases of accidents caused by non-registered patients,serious social discrimination and patient stigma,incomplete patient social security system,and difficult implementation of community management.Secondly,combined with the results of the questionnaire survey on grassroots precision prevention personnel,the author analyzes the reasons for the above problems,including the lack of consciousness of the participants,the imperfect system construction,the imperfect working mechanism and the inadequate safeguard measures.Finally,in view of the main existing problems and their causes,from the perspective of collaborative governance theory and according to the reality of G City,countermeasures and suggestions are put forward in four aspects: updating the management service concept,strengthening the construction of the mental health comprehensive management service system,improving the working mechanism of the mental health comprehensive management service and improving the mental health comprehensive management service guarantee system.It is expected to promote the improvement of local management services for severe mental disorders,facilitate the modernization of social governance system and governance capacity for special groups,and at the same time provide reference for the reform of comprehensive mental health management services in similar areas.
