| Since May 21,2021,Liwan District added one new case of local confirmed cases of New Crown pneumonia to date,the current epidemic prevention and control situation is still serious and complex,the epidemic prevention and control work presents long-term,complex and uncertain characteristics,the prevention and control process also revealed the grassroots governance capacity and level needs to be further improved,the large-scale service security work under the epidemic is not solid enough,public health service capacity is difficult to support the epidemic prevention and control needs,etc.Therefore,it is urgent to solve the problem of synergy and efficiency in epidemic prevention and control.By taking advantage of the synergy of prevention and control,we can establish a five-dimensional prevention and control system with "multiple prevention and control bodies with multiple forces and synergy,a unified deployment and coordinated organizational command system,a prevention and control system with clear guidelines and standardized processes,a wise and efficient prevention and control information technology platform,and a supervision and guarantee system with solid responsibility and vigorous implementation".The structure can not only ensure that the prevention and control objectives achieve the expected results,but also provide useful exploration for building a social governance pattern of common construction and sharing.In this paper,we selected Liwan District New Coronary Pneumonia Epidemic Prevention and Control as a research sample,and set up a five-dimensional collaborative prevention and control framework of multiple subjects,organization and command,system construction,technical elements,and supervision and guarantee,and analyzed the problems and causes of the current collaborative prevention and control of the New Coronary Pneumonia Epidemic in Liwan District,and proposed an optimization path.Through questionnaires and in-depth interviews,it is found that the effectiveness of collaborative prevention and control is hampered by the lack of motivation and efficiency of multiple actors,the sometimes dysfunctional organization and command system,the lack of standardized instructions,the need to improve the clarity and feasibility of system construction,the lack of precision and completeness of information technology-enabled epidemic prevention and control,and the lack of supervision and evaluation and service guarantee.Finally,drawing on domestic and international experience of collaborative prevention and control of the new crown pneumonia epidemic,and taking into account the actual situation of Liwan District,we propose to build a multifaceted prevention and control body led by party building and integration,a centralized,unified,intelligent and efficient organization and command system,a scientific and complete,easy-to-operate system of collaborative prevention and control,a modernized information technology system with interconnection and sharing,security and convenience,and a disciplinary and service system with strength and temperature.The system of supervision and protection,and other countermeasures and suggestions. |
