Construction And Application Of Evaluation Index System For Health Emergency Training In Military Hospitals

Since the end of 2019,the outbreak of COVID-19,which has changed and grown,coupled with the high variability of virus types,has persisted until now.It has not disappeared,which has seriously affected social and economic development and people’s daily life.The high incidence,high hazard and variability of public health emergencies have put forward higher requirements for the development of health emergency rescue work.Providing more effective and professional health emergency training for health emergency rescuers for a professional force become a common choice in various countries.Assessing and evaluating the development of health emergency training is an indispensable tool to improve the effect of health emergency training and improve the efficiency of health emergency rescue.As the key force of health emergency rescue,it is also crucial to improve the efficiency of health emergency rescue of military hospitals to evaluate the current health emergency training work carried out by military hospitals and improve their health emergency training programs.At present,China has not yet formed a unified assessment mechanism for the evaluation of health emergency training organization.This study aims to establish an evaluation index system for health emergency training in military hospitals by studying and analyzing the current situation of health emergency training in military hospitals and referring to relevant experience in health emergency training evaluation at home and abroad.Firstly,the literature research method was used to summarize and summarize relevant literature and policy documents on health emergency training evaluation collected at home and abroad.Then,semi-structured interviews were conducted with relevant leaders of military hospital health emergency training to understand military hospital health emergency training and its evaluation,and the draft of military hospital health emergency training evaluation index system was formulated.Secondly,the evaluation index system and evaluation standard of military hospital health emergency training are determined by Delphi method and analytic hierarchy process.Finally,on the basis of establishing evaluation standards of each single index,the weighted scoring method is used to score comprehensively,which is used as the evaluation basis of military hospital health emergency training effect.Based on literature and interview results,combined with CIPP evaluation model and Kirkpatrick model,a preliminary evaluation index system framework of health emergency training was established.24 experts in the field of health emergency training were invited to score the importance of indicators.The authority coefficient of experts was 0.94.Two rounds of expert consultation were organized.The positive coefficients of experts in the two rounds of questionnaires were 100% and 90.91%.The coefficient of variation was 0.13 and 0.19.The Kendall concordance coefficients were 0.119 and 0.268 respectively.Finally,the evaluation index system of military hospital health emergency training was determined,including 4 first-level indexes and20 second-level indexes.Combined with the established evaluation standards,the two military hospitals were evaluated on the recent regular health emergency training,and the scores were 75.29 and 72.07 respectively.Both are at a good level.The scoring rate of hospital D was the highest in input evaluation(0.86),and that of hospital F was the highest in outcome evaluation(0.80).The scoring rate of both hospitals was the lowest in process evaluation module(0.55 and 0.60).Combined with the analysis of the results of the scores of the two military hospitals,from the perspectives of improving the evaluation indicators and evaluation standards,suggestions for improving the evaluation index system of the military hospital health emergency training are put forward.Suggestions on improving the health emergency training evaluation mechanism of military hospitals are put forward from three aspects: improving the evaluation and assessment mechanism,rationally selecting evaluation timing,and scientifically formulating evaluation methods.Combined with the analysis of the scores of two military hospitals,the paper proposes countermeasures to improve background evaluation from the perspective of improving training needs analysis,and puts forward suggestions on improving input evaluation from three aspects: introducing professional training institutions,innovating training forms,and rationally selecting teaching methods.Put forward the suggestion to attach importance to the evaluation of the training process,in order to contribute to the improvement of the military hospital health emergency training evaluation and the improvement of the military hospital health emergency rescue efficiency.
