[Background] With the acceleration of aging and the change of disease spectrum, nursing connotation services continue to expand, which highlights the importance of nursing service. Healthcare professionals have been encouraged to update their knowledge and maintain clinical competence. And in-service training is a principal mean by which nurses maintain, improve and broaden the knowledge and skills required for optimal patient care and safety, which has been highly valued by nursing administrators. Despite a growing body of empirical research on this topic, the effectiveness and impact of in-service training remains under explored. It remains unclear if organizational investment in the knowledge and skill development of nurses actually benefits patients or organizations. Effectiveness evaluation is an effective manner to regulate the training process and improve the training quality and effectiveness. And our purpose is to develop a theory-based, valid, reliable nursing training effect evaluation index system to assess the effectiveness of in-service training program.[Objective] The aim of this study is to establishment the effect evaluation indicator system of nurse in-service training, and provide a theoretical basis for the evaluation of training.[Method]The study was designed with three phases. The first phase was to develop the Delphi questionnaire by using literature review and semi-structured interviews. The second phase was to develop the evaluation indicator system of nurse in-service training effect by using the Delphi technique. The third phase was to determine the index weight by using analytic hierarchy process method.[Result] A total of33nursing experts participated in the study who were from8provinces, and the efficient recovery of two rounds of expert consultation rate were94.29%and100%respectively. After two rounds of Delphi procedure, the opinion of the experts appeared consistent, with the coordination coefficient in range from0.3to0.4(P≤0.01). The consulting experts average authority degree were0.82and0.85.The evaluation indicator system of nurse in-service training effect was established which included the index factors and the index weight. The Index factors were consisted of3first-grade indexes,10second-grade indexes and27third-grade indexes. And the weight of each level index were determined. According to the size of the weight value, the first-grade indexes ranking for "the understanding and integration of training content"(0.4429),"the targeted impact on organization"(0.3873)and "the satisfaction of the training program"(0.1698).[Conclusion] The effect evaluation indicator system of nursing post-training program was established, and it will need further validation and improvement in clinical practice. This study layed the groundwork for more targeted and effective training activities in the future.
