Towards Holistic Governance:Community Governance Adaptation In Epidemic Prevention And Control

Since 2020,the new crown pneumonia epidemic has repeatedly ravaged the land of China,especially Wuhan City,Hubei Province,which has been the most affected by the new crown pneumonia epidemic.As the basic governance unit during the epidemic prevention and control period,the various communities in Wuhan City have adapted to their own actual situations in the face of the governance difficulties caused by the epidemic.This study investigates and investigates 12 communities in Wuhan,and studies the community governance adaptation of 12 communities during the epidemic prevention and control period.The difficulty of community governance during the epidemic prevention and control period is an important reason for the adaptation of community governance.Through field research,this study summarizes the difficulties faced by Wuhan City during the epidemic prevention and control period,which mainly focus on the following three points:"difficulty in demand feedback,poor communication among the entities in the whole" In order to minimize the harm caused by the above problems,each community began to adapt and form an "information-There are three community governance models:resource-based,multi-service-based and shared-mutual-aid.The above three community governance models have a certain positive significance for enriching the practical experience of community governance and improving the community governance capacity of the community to respond to public health emergencies.In practice,their respective limitations are exposed,such as being limited by information technology,input costs,and insufficient trust between subjects,and the expected performance of the model cannot be exerted.The 19th National Congress of the Communist Party of China clearly proposed to create a "social governance pattern of co-construction,co-governance and sharing",and holistic governance has become an important idea of "co-governance" in social governance,and holistic governance has also become an important entry point for promoting the modernization of national governance.Wuhan’s community governance adaptation during the epidemic prevention and control period has become an important prerequisite for Wuhan’s community governance to move towards holistic governance.Combined with the actual situation of epidemic prevention and control in each community,this study provides service organization,supply and demand allocation negotiation mechanism,and information platform for the governance model formed by community governance adaptation from the four dimensions of organization,mechanism,technology,and guarantee according to the theoretical content of holistic governance.The three holistic governance models are:the "coordination mechanism" core holistic governance model,the "integration mechanism" core holistic governance model,and the "trust mechanism"core holistic governance model.It is hoped that this research will provide innovative path ideas for the modernization of urban community governance capacity and governance level.
