Research On The Construction Of The Holistic Governance System For Public Health Emergencies

Since the end of 2019,the Novel coronavirus pneumonia epidemic(Corona Virus Disease 2019,COVID-19)formed by the overlapping and intertwining of multiple complex factors has spread raging around the world and has become a Pandemic,bringing severe challenges to the governance of China and the world in the field of public health.Since the first case of COVID-19 infection in China,the Communist Party of China has always adhered to the implementation of "coordinating all the activities of the nation like moves in a chess game" and has given full play to the advantages of Chinese socialist system.After experiencing the nationwide effort to fight the epidemic,we have overcome the difficulties together.Since April 29,2020,China has entered the stage of normalized epidemic prevention and control.However,at the same time,the COVID-19 continues to spread in many countries and regions around the world.China has taken the most comprehensive,thorough,and strictest measures to prevent and control the epidemic in a timely and decisive manner,so that the domestic epidemic has been basically controlled,and significant results have been achieved in the fight against the epidemic.China has provided medical assistance to more than 150 countries around the world to fight the COVID-19.It has demonstrated its own actions by dispatching medical experts,providing cash assistance,vaccine assistance,strengthening international macroeconomic policy coordination,and establishing international joint prevention and control.The responsibility of a major country in the world’s second largest economy has conveyed confidence and established a model for global epidemic prevention.While summing up the rich experience and fruitful results obtained in the previous stage of our national defense epidemic,we should face up to the short boards and deficiencies that have been exposed in this sudden test in our country’s public health emergency governance system.Weaknesses and deficiencies such as insufficient material storage and support,biased governance focus,and poor coordination and communication among multiple governance entities.Based on the rapid development of digital information technology,the holistic governance theory emphasizes the organic integration of resources and the organic coordination of multiple governance entities,so as to enhance the overall effectiveness of the overall governance in responding to emergent public crises.The core content of this research is to construct a public health emergency system structure with domestic explanatory power through the holistic governance theory.This study firstly used Engels’ historical synergy theory as the theoretical basis,and initially constructed an holistic governance model for public health emergencies,laying a model foundation for the construction of the holistic governance system model framework for public health emergencies in China.Then through empirical research with reliability and validity,that is,through the use of web crawler technology to obtain massive data from media websites and Weibo platforms,the acquired data information is subjected to three-layer coding and text analysis through procedural grounded theoretical constructivism.Based on the results of empirical analysis,a model of the holistic governance system for public health emergencies in China has been constructed.Finally,based on the analysis results of the empirical research,summarize the problems and shortcomings of Chinses actual performance in the prevention and control of the COVID-19 epidemic,and put forward the way to achieve.
