| From the “13th Five-Year Plan” to the “14th Five-Year Plan”,China has opened a new chapter of social governance,and strengthening and innovating social governance to achieve coordinated development of government and society and positive interaction between government and residents’ autonomy is one of the main goals of the 14 th Five-Year Plan."During the 14 th Five-Year Plan period,one of the main goals of China’s economic and social development is to strengthen and innovate social governance and achieve coordinated development of government and society,and good interaction between government and residents’ self-governance.The severe situation brought by the epidemic posed a new challenge to the traditional community governance model,so a new governance theory is needed to guide the development of community governance in China,and the networked governance theory,as a new model in the field of modern social governance,advocates the value of diversified governance,which coincides with the development principle of building a social governance community of shared governance in China.The realistic dilemma and the realization path of community participation in epidemic prevention governance are explored under the perspective of networked governance,and the necessity of joint participation of multiple subjects in social governance is emphasized.Exploring solutions from a new theory of governance,networked governance,proposed by Stephen Goldsmith and William Eggers.Firstly,we select the workers’ village community in Xiangxuolu Street,Dalian City,which has carried out good community pluralistic construction work and had an epidemic,and analyze the governance situation during the community epidemic through literature analysis and in-depth interviews and other research methods to summarize and summarize the community We analyze the causes of community participation in epidemic prevention governance based on the four dimensions of the networked governance theoretical analysis framework,including the imperfect construction of the community cooperation network system,the lack of trust in the governance network,the lack of coordination ability of participating parties and the inadequate responsibility mechanism.In view of the root causes of the above-mentioned problems,we should draw on the advanced experience of community networked epidemic prevention governance and the realization institutions of networked governance theory to build community participation in epidemic prevention governance mechanism,and form a community participation in epidemic prevention governance mechanism in which multiple participating subjects share common value goals,smooth information communication,reasonable resource allocation and clear power and responsibility by improving the mechanism of community pluralistic cooperation,constructing the mechanism of trust in social governance,bringing into play the mechanism of interaction and coordination among subjects,and clarifying the mechanism of shared responsibility of all parties.We will contribute to the development of long-term social stability and further promote the modernization of community governance system. |
