Research On The Implementation Status,Problems And Countermeasures Of Compensation And Resettlement For The Shore Fishermen After The Ban On Fishing In The Yangtze River

At present,the Yangtze river basin plan has been fishing for 10 years,more than 10 provinces and cities along the Yangtze river fishermen catch back to shore work has been completed,resettlement policy as fishermen out fishing rights an important part of the compensation system,is the key difficulties of current and future work,for the stability of the Yangtze river "fishing ban" continue to implement and catch back to shore fishermen sustainable livelihoods has important significance.At present,provinces and cities along the Yangtze River have formulated a series of public policies based on local conditions,such as compensation and resettlement,to guarantee the economic resettlement,employment,old-age care and minimum living conditions of the 231,000 fishermen who have been banned from fishing and brought back to shore.Taking W District of Suzhou city as an example,this paper analyzes the current situation of the implementation of compensation and resettlement of ashore fishermen from the basic situation of local fishermen and the implementation of economic compensation,social security and other dimensions by using questionnaire and interview method,and confirms the effectiveness of the implementation of compensation and resettlement.Then the compensation and resettlement of the ashore fishermen to carry out an in-depth study,analysis of the existing problems and their causes.Finally,based on the analysis results,the countermeasures and suggestions are put forward to further improve the effectiveness of fishermen’s compensation and resettlement.The result of research shows that,at present,shore fishermen the implementation of the compensation and resettlement policy achieved some positive results,but some areas still faces to shore fishermen participation mechanism is not clear,switch to inadequate employment,employment stability,compensation and resettlement,and social security level is low,it has both fishermen livelihood capital is low,the professional skill level is not higher endogenous factors,There are also external factors such as unbalanced regional development,constraints of economic and resource endowment,and inadequate policy pertinence.Therefore,the compensation and resettlement of ashore fishermen should adopt the mode of combining temporary transitional subsidy with long-term guarantee and resettlement,accelerate the exploration of diversified channels for employment transfer,continuously increase job supply,optimize policy system and improve social security level according to the reasonable demands of ashore fishermen.
