Tea income is the main source of tea farmers’ economy.Excessive use of chemical pesticides in order to reduce the occurrence of diseases and pests and increase tea production is likely to result in the increase of the resistance of diseases and pests,the decline of the control effect and the problem of pesticide residues.Green control techniques have the advantages of less pollution,no residue,and no resistance.However,from the perspective of reality,the adoption rate of green control techniques are still not high.At this stage,non-agricultural income is higher than agricultural income,the development gap between urban and rural areas has further widened,and small-scale farmers are prone to short-term production behavior,this will lead to the lack of investment in green control techniques motivation and the lack of enthusiasm of adopting,Faced with the reality of rising agricultural production costs,the effects of traditional government incentives and restraints are weakening.As far as market conditions are concerned,the development of the market mechanism is immature,and the market system required for green control techniques is imperfect.Therefore,faced with the traditional incentive and constraint discontinuity problem,it is particularly important to clarify the effects of current incentives and constraints on the adoption of green control techniques,reconstruct the incentive and constraint mechanisms,and stimulate the motivation of adopting green control techniques.Based on the sample data of 965 tea farmers in Shaanxi Province,Sichuan Province and Anhui Province,The binary Logistic regression method is used to analyze the influence of the incentive and restraint measures implemented at the market and the government level on the adoption of green control techniques by tea farmers,and action differences and interaction effects.The tea farmers were grouped according to their characteristics to explore the influence of generational differences,scale differences and regional differences.This study has the following conclusions:(1)At the government level,policy subsidies,technical training incentives,production supervision,punishment constraints positively affect the adoption of green control techniques by tea farmers.At the market level,the high quality and good price,geographical indication brands and the reverse regulation of market supervision positively affect the adoption of green control techniques by tea farmers.(2)On the whole,the effectiveness of incentive measures is generally higher than that of restraint measures.Specifically,the positive incentive effect of the high quality and good price incentives at the market level is the largest,and the restraint effect of punishment at the government level is the best.(3)In the interactive effect of incentives and constraints,there is a complementary relationship between market regulation,high quality and good price and policy subsidies.But there is a substitute relationship between market regulation and technical training;There is a complementary relationship between production supervision and geographical indication brands.(4)Incentives and constraints have obvious generational differences,scale differences and regional differences in the adoption of green control techniques.Therefore,this paper puts forward the following suggestions: First,explore the realization form of green subsidies,innovate technical subsidies,and provide corresponding technical training.Second,further improve the market incentive mechanism,and establish market environment constraints in order to enhance the effect of market incentive and constraints.Third,policy resources are further focused on large-scale tea farmers or other new agricultural business entities,and innovative business forms in order to release incentive and restraint effects.
