Research On The Optimization Of Government Public Service Supply In Agricultural Development From The Perspective Of Service Government

The rural revitalization strategy is a strategic measure proposed by the Central Committee of the Communist Party of China to solve the backward development of agriculture.The development of agriculture must be inseparable from the guarantee of government public services.Citrus is the largest fruit tree in China,and Guangxi is the largest province in China.Although various local governments in China have adopted a series of policy measures over the years,the income of fruit farmers in various regions is still seriously affected by citrus yellow dragon disease.For example,Guangxi has suffered more than 1 billion yuan in economic losses due to citrus yellow dragon disease each year.In addition,planting citrus is an important way for many poor households in poverty-stricken counties to get rid of poverty and become rich.Therefore,it is of great practical significance to further improve the current local government’s efforts to prevent and control citrus huanglongbing,greatly reduce the impact of citrus huanglongbing on fruit farmers,and realize the long-term stable development of the citrus industry for the successful completion of China’s agricultural development and poverty alleviation work.This paper takes the prevention and control of citrus huanglongbing in Fuchuan County Government of Guangxi as an example,and transforms the prevention and control of citrus huanglongbing in Fuchuan County Government into the optimization problem of government public service supply.From the perspective of a service-oriented government,first,through interviews and surveys with relevant departments of the local government,understand the organizational mechanism of Fuchuan County government’s work on citrus huanglongbing prevention and control,and policy measures for citrus yellow dragon disease prevention and control;second,on Shijia Township,Fuchuan County 80 citrus growers visited and conducted a questionnaire survey to obtain the satisfaction of local fruit farmers with the government’s policies and measures to prevent and control citrus huanglongbing;The third is to understand the occurrence of citrus huanglongbing in Fuchuan County and the current status of citrus huanglongbing prevention and control.Through the data collected through interviews,questionnaire surveys and field investigations,it is analyzed that the current Fuchuan County Government’s work on the prevention and control of citrus yellow dragon disease has problems such as the backward concept of government public service supply,the lack of effective organization of fruit farmers,and the inadequate management techniques of fruit farmers.Finally,under the guidance of the concept of service-oriented government,combined with new public service theory,multi-center governance theory and other related theoretical tools,the current problems faced by the Fuchuan County Government in the prevention and control of citrus huanglongbing disease were proposed to build a "government-led + social organization" +Fruit farmers’ multi-center governance mechanism and government public service supply should establish two major countermeasures for the value concept of "service" as the core and in the government public service supply should establish a value concept of "service" as the core Particular emphasis is placed on the elaboration of detailed countermeasures such as the establishment of an information-based citrus planting record system and the improvement of the methods and means of citrus yellow dragon disease diagnosis and detection.
