| It has been cultivated for more than 1,000 years in Xianju County,Zhejiang Province.Xianju bayberry is famous throughout the country and even the world for it’s large size,beautiful color,small seed and sweet taste.Today,xianju County government relies on the local resource advantages,make bayberry as the county’s dominant varieties of fruit crops,through the introduction of bayberry cultivation,varieties,technology promotion,brand,picking tourism culture construction,bayberry industry will develop into a characteristic industry with cultural attributes,make it a special symbol of the local.Faced with a series of problems and bottlenecks encountered in the development of bayberry industry,the local government has taken reasonable and positive measures according to local conditions to create a more perfect and convenient policy environment,economic environment and technological environment for industrial development.However,it is worth paying attention to that,with the rapid development of bayberry industry,although xianju County government is also constantly updating technology and methods in functional regulation,making the output value and scale of bayberry increase,but there are still some deficiencies and bottlenecks,affecting the good development of bayberry industry.For example,the lack of technical support,the lack of financial support for the development of bayberry industry,resulting in difficult bank loans,counterfeit bayberry and three no manufacturers in the market.This paper analyzes a series of problems existing in the process of the development of Bayberry industry by xianju county government,analyzes the reasons and puts forward corresponding solutions,which can not only guide the government to better help the development of bayberry industry,but also provide reference for xianju bayberry to better optimize the transformation and upgrading in the market competition.On the basis of introducing the research background,research methods and theoretical content,this paper first introduces the current situation of government functions in the development of Bayberry industry in Xianju County.Secondly,on the basis of government functions as the target layer,it constructs four criteria level indicators of economic regulation,market supervision,industrial public service and industrial ecological management and 26 subordinate element level indicators.After combining questionnaire survey,AHP After the comprehensive evaluation of the index system by the fuzzy evaluation analysis method,the evaluation results of each index are obtained in a quantitative way.Finally,according to the evaluation results,the optimization strategies of government functions are proposed from the four criteria level index dimensions:(1)from the economic regulation level,the government can strengthen and promote the construction of investment functions of the bayberry industry and increase the scientific and technological support for the development of the bayberry industry chain.(2)From the perspective of market supervision,the government can improve the market price supervision system and establish a standardized product quality system.(3)From the perspective of industrial public services,the government can increase the publicity of Bayberry characteristic tourism in Xianju County and strengthen the training and construction of Bayberry talents.(4)From the perspective of industrial ecological management,the government can strengthen the environmental protection of characteristic tourism areas and promote the ecological connection between leading enterprises and industries. |
