Study On Performance Evaluation Of Cultivated Land Transfer Model

In the context of the implementation of the rural revitalization strategy,the issue of agriculture,rural areas and farmers is fundamental to the national economy and people’s livelihood,and is a top priority in the work of the whole Party.Cultivated land circulation as a new mode of land property rights reform,involving the deep reform of the agricultural production relations,promote cultivated land efficiently and orderly flow for increasing farmers’ income,promote rural economic development,realize the agricultural scale and modern development is of great significance,is to solve "three rural problems",one of the important measures to promote rural revitalization strategy implementation.At present,the land circulation to the low level of existence,development is slow,the transfer of single and regional development imbalances and other issues,this study area based on the actual situation,exploration and innovation of farmland circulation pattern,carry out the performance evaluation of rural land circulation mode,is not only an important way to implement the national policy,and enrich the theory of performance evaluation of cultivated land circulation model.In this paper,Hua County of Henan Province was selected as the research area,and data sources were obtained through field investigation and questionnaire distribution.Based on the actual situation of cultivated land transfer in Hua County and the commonness of cultivated land transfer patterns throughout the country,the typical patterns of cultivated land transfer in Hua County were divided according to the differences of involved economic subjects and involved degrees.As a large agricultural county in Henan Province,Hua County ranks the first in grain production in Henan Province all the year round.It is also one of the main grain producing areas in China.It is of typical reference significance for Henan Province and even the whole country to study the transfer situation of cultivated land in Hua County and discuss the performance of different transfer modes.The transfer of cultivated land affects the sustainable development of rural economy,farmers’ social life and agricultural ecological environment.This paper takes 237 questionnaire survey data in Huaxian County,Henan Province as an example,comprehensively considers the three aspects of economy,society,and ecology,and establishes a comprehensive performance evaluation index system for cultivated land transfer.Use analytic hierarchy process and fuzzy comprehensive evaluation method to:Comprehensive evaluation and comparative analysis of the three circulation modes of farmers’ spontaneity,collective leadership,and market participation are carried out.The results show that:(1)From the evaluation level of single performance,the economic performance of market participation circulation model is good,while the social performance and ecological performance are in good level.The economic performance of the collective-led circulation mode is good,while the social performance and ecological performance are in the medium state.The economic and social performance of peasant household spontaneous circulation mode belongs to the middle level,but the ecological performance is good.(2)From the perspective of comprehensive performance analysis,the comprehensive performance scores of market participation circulation model,collective dominant circulation model and peasant household spontaneous circulation model decrease in turn.Among them,the membership degree of "good" in the comprehensive performance evaluation grade of market participation circulation mode is the highest,while the membership degree of "medium" in the comprehensive performance evaluation grade of peasant household spontaneous circulation mode and collective dominant circulation mode is the highest.This paper establishes a comprehensive performance evaluation system for cultivated land transfer from three dimensions of economy,society and ecology,and determines the weight of each indicator through the analytic hierarchy process.The membership degree theory of fuzzy mathematics is used to transform qualitative evaluation into quantitative evaluation.Based on the collected sample data,the evaluation criteria for various evaluation indicators of farmland circulation performance are established,and three different circulation modes are fuzzy comprehensively evaluated,and the evaluation results are evaluated.Conduct comparative analysis.This article is innovative in the selection of research methods and enriches the theoretical results of the performance of cultivated land transfer.Secondly,the results better reflect the actual situation of cultivated land transfer in Huaxian County,Henan Province,and provide a reference for the study of regional governments to accurately implement policies.
