| Water conservancy construction is a major infrastructure construction related to the national economy and people’s livelihood.Therefore,it is a foundational,strategic and public project.Our government has been actively concerned about water conservancy construction.Because actively building large water conservancy projects can improve the utilization rate of water resources,and it is also of great significance to accelerate agricultural modernization,improve rural infrastructure and ecological balance,and promote the all-round development of social economy.Hetao Plain is an important grain production base in China.Its irrigation area not only provides food security for the northwest region,but also provides abundant special agricultural products for China.The agricultural productivity in Hetao irrigation area cannot be promoted without the continuous development of regional water conservancy.Especially,the construction of water-saving projects has greatly improved the agricultural productivity,the ecological balance and sustainable development in Hetao irrigation area.Based on the research and literature at home and abroad,the paper aims to construct a performance evaluation index system of water-saving projects in Hetao irrigation area,according to its geographical environment and the current situation of water-saving reconstruction project.The performance evaluation criteria of the project in Hetao irrigation area are a system of policy making,input,output and benefit.The index and index weight finally can be reasonably determined by target decomposition.The performance evaluation index system includes target layer,criterion layer,first-level index and second-level index.It also includes the 21 indexes such as the project goals,project management investment,safety of fund use,channel lining rate,growth rate of water fee income,growth rate of water saving etc.The performance evaluation grades of water-saving projects in Hetao irrigation area are excellent,good,medium,poor and very poor.According to the determined index weight and the established evaluation standards,the performance evaluation model of water-saving projects in Hetao irrigation area will be constructed.Firstly,the targets are decomposed layer by layer through the analytic hierarchy process(AHP)to determine the indicators;secondly,the relative importance of the indicators is compared by pairwise comparison;thirdly,the weight of each element is calculated.According to each index of the performance evaluation system,a detailed evaluation method will be developed.Finally,Fuzzy Comprehensive Evaluation(FCE)is applied to evaluate the performance of water-saving projects in Hetao irrigation area.In order to verify whether the performance evaluation system is reasonable and feasible,the paper applied the performance evaluation model to evaluate the performance of the water-saving project(V)in Hetao irrigation area.By constructing the performance evaluation model,the paper sorted out the whole process of project management,excavated the problems in it,and then put forward targeted solutions,which is of great reference significance to improve the performance management level of water-saving project in Hetao irrigation area,and also provide some practical reference for other water-saving projects. |
