Since 2003,the reform of the collective forest tenure system has been carried out nationwide,and great achievements have been made.As a province with large forest resources,the reform of collective forest tenure system is of great significance to help Hunan forestry development,forest farmers become rich,and improve the ecological environment.Since 2007,Hunan Province has started the pilot work of the reform of the collective forest tenure system.It has been 15 years since the reform of the collective forest tenure system has had a lasting impact on the development of forestry in Hunan Province,and how to adjust the policy direction in the future need to be analyzed and evaluated.In order to realize the sustainable development of forestry in Hunan Province and provide suggestions for future policy focus,this paper evaluates and analyzes the performance of the reform of collective forest tenure system in Hunan Province from a longer time dimension.This paper introduces the basic forest conditions in Hunan Province,and elaborates the process of the reform of the collective forest tenure system in Hunan Province.Then,taking the institutional goals and the degree of functional realization as the evaluation benchmark,combined with the objectives of the collective forest tenure system reform proposed in the " The CPC Central Committee and the State Council on the comprehensive promotion of the reform of the collective forest tenure system":resource growth,farmer income increase,good ecology,forestry District harmony,designed a performance evaluation system for the reform of the collective forest tenure system in Hunan Province.This study uses the data from the 1993-2020 "Hunan Statistical Yearbook","China Statistical Yearbook","Hunan Province Environmental Status Bulletin","China Forestry and Grassland Statistical Yearbook" and other yearbooks,through descriptive analysis and empirical analysis methods,evaluated the effect of the reform of the collective forest tenure system in Hunan Province,and put forward corresponding policy recommendations.The results of descriptive analysis show that Hunan Province has achieved obvious achievements in the reform of collective forest tenure system.(1)In terms of resource growth,the reform of collective forest tenure system is conducive to the expansion of forest area and the improvement of forest coverage.(2)In the aspect of increasing household income,it increased the disposable income of Hunan farmers and the income of family forestry operation;(3)In terms of good ecology,it promotes soil erosion control,carbon emission control and air control and improvement;(4)In addition,the collective forest reform also played a positive role in promoting the economic development of forest areas and improving the public security of forest areas;(5)But at the same time,there are serious regional imbalance problems in forestry development,and the proportion of forestry management in family management is relatively low,and the momentum of forestry economic development becomes slow.The results of the empirical analysis show that:first,the reform of collective forest tenure system will have a significant immediate impact on the growth of resources and ecological well-being,but has no significant impact on the increase of household income and forest harmony;Second,the reform of collective forest tenure system has a significant long-term impact on ecological well-being and forest harmony,but has no significant impact on resource growth and household income increase.Finally,based on the conclusion of this paper,this paper puts forward some suggestions to promote the sustainable development of forestry in Hunan Province in the future:Firstly,promote the upgrading and transformation of forestry industry,and increase the proportion of forestry in household management;Secondly,guarantee the effect of collective forest reform and improve supporting measures;Thirdly,in-depth investigation of the collective forest reform pilot area,to maintain policy continuity;Finally,formulate long-term strategies to increase the income of forest farmers and ensure the sustainable growth of forest resources. |
