Research On The Impact Of Forest Reform On Farmers’Input Behavior-Based On The Questionnaire Survey Of Farmers In 10 Counties Of Hunan Province

2017 is the se’venth year of collective forest right system reform(forest reform)in Hunan Province.Under the environment of socialism with Chinese characteristics in the new era led by Xi Jinping,the forest reform has fully implemented the spirit of 19th National Congress of the Communist Party of China and stressed the highly coordinated development of ecology and economy.Therefore,in order to better promote the in-depth development of collective forest right system reform,this study aims to better understand the situation of forest reform in Hunan Province of China,and to study the impact and extent of forestry policies on forestry management entities from the perspective of policies and farmers.First of all,through the investigation and collection of the original questionnaire data of the sample farmers of Hunan Province forest reform in 2017,after the summary and integration.The first step is to read a lot of relevant documents and select the general direction of research.The second step is to determine the research concepts and theories related to this research,and to determine the specific scope and research methods of this research by means of document review.The third step is to confirm the completeness of the research methods and theoretical models,determine the research topics,and screen and integrate the data.The fourth step is empirical analysis and testing.The fifth step is to scummarize the results of the empirical analysis and make suggestions.The core part of this study is to analyze the correlation between the allocation of farmers’ capital,the willingness to invest in forestry and government policy support.The structural equation model(SEM)composed of the three(the allocation of farmers’capital,the willingness to invest in forestry and goverrnment policy support)is mainly used to verify and analyze,and the final research results are obtained.Finally.through the empirical analysis results,analysis and find out the reasons for this result.Analyzing the research results from the perspective of the fanner’s forestry input,from the perspective of the farmer and the policy,the author puts forward:First,the comprehensive implementation of the forest reform should take the farmer as the focus of the reform;Second,the amount of forestry subsidies should be raised appropriately;Third,the rescue of high-quality labor and the introduction of talents;Fourth,it is necessary to establish regulatory channels for farmers,such as the open information transmission through the WeChat Group and the information wall,in order to strengthen the supervision of forestry related sectors.Fifth,we must hold more activities related to forestry,and we can also organize film learning and award-winning competition to promote forestry knowledge,and provide farmers with a platform for understanding forestry knowledge;Sixth,we should supervise the implementation of compulsory education for the children of forest farmers,and raise the standard of compulsory education subsidies.In order to finally achieve the promotion of farmers’ investment in forestry.the purpose of enhancing farmers’enthusiasm for forestry production and management.
