As collective forest tenure reform is an important part of ecological civilization construction and the function of forest carbon stock is one of the main forests ecological functions which also played an important role in climate change,it is practically significant to deepen the reform of collective forest right system,to a perfect the forestry reform of property rights as well as to rich forestry policy environmental impact assessment theory by exploring the causal relationship between collective forest tenure reform and functional changes of forest carbon stock.In this paper,a continuous function of biomass conversion factors was used to estimate and explore changes of two periods of forest carbon stocks before and after the collective forest tenure reform.The result showed that the carbon stocks of forest stand and economic forest were substantially reduced as the result of reduce of operating area while the carbon stocks of ecological forest and bamboo were increased for the increasing forest areas.The quality of ecological forest was improved while that of the stand forest was declined.Besides,the structure of forest ownership had an impact on the different types of forest carbon stocks in Fujian Province,where the carbon stocks around the individual had the largest changed,indicating there was a certain influence of collective forest tenure reform on forest carbon stocks operated by farmers.Then,The paper analyzed the impact among the stability and structure of forest tenure rights、the farmers’behaviors and forest carbon stock function.The influencing path took the behaviors of farmers’ production and management as a mediator variable.On the basis of the analysis of the combined path,the paper put forward the hypothesis of indicators of collective forest tenure reform,foresters’production behaviors,forest carbon stock function and forest land resources endowment.On the base of possible path of the influence of collective forest tenure reform on changes of forest carbon storage,the paper did the empirical analysis by using the structural equation model of the 174 samples investigated.The final results of structural equation using AMOS software and repeatedly revised showed that the indicates of collective forest tenure reform,like the changes rights of forest types,forest transaction,forest ownership mortgage rights,forest category selection and logging,had a positive role in promoting the farmers’ activities,such as farming practices,transfer behavior,forest land adjustment,labor and capital investment.Then,the farmers ’behaviors had a positive and significant relationship with the forest carbon stock.At the same time,the forests’ features,such as forest land scale,the degree of fragmentation of forest,the slopes and fertile of the land and the facilities of transport,had a direct effect on the forest carbon stock,meanwhile they had an indirect positive effect on the forest carbon stock which took farmer’s behaviors as an intermediate variable.Finally,the paper made some policy recommendations to deepen the reform of collective forest right system such as to relax the independent franchise to encourage farmers’ managing enthusiasms,to regulate the circulation of forest land to form a moderate scale for improving forest management effectiveness and to speed up the population of forestry science and technology to improve forest productivity by summarized the changes of forest carbon stocks before and after the collective forest tenure reform and of the empirical analysis of influence of the collective forest right system on forest carbon stocks.
