A Study On The Separation And Reform Of Social Security Function And Economic Function Of Arable Land In China

Reform of arable land system is the only way to realize agricultural modernization.China failed to break through the dilemma after decades of reform of arable land system.This study argues that an important factor which restricts the reform of arable land system in rural areas is that arable land is always carrying both social security function and economic function.And these two functions are difficultly to be compatible.The separation of functions is the only way to eliminate this obstacle.After that,it is necessary to reform and improve the rural social security system and the system of arable land transferring.Therefore,looking at the dilemma of arable land reforming from the perspective of arable land function to clarify the direction of reform is the purpose of this study.The paper studies on arable land system.With the comprehensive utilization of theories and methods of economics,sociology and law,it lays out the basic theoretical framework of the reform of arable land system.The research of this paper is mainly composed of four parts:(1)The first part analyzes the incompatibility of social security function and economic function of arable land.This paper proves that arable land has been carrying social security function and economic function since the reform and opening-up with the view of economic history.Then the article demonstrates the incompatibility of these two functions from six aspects.Therefore,according to the theory of multi-task principal-agent,if these two functions are not separated,social security function and economic function of arable land cannot be fully utilized.This part aims to analyze the plight of the reform of arable land system in China from the perspective of arable land function,in order to clarify the direction of reform.(2)The second part analyzes the priority of separating either social security function or economic function.The paper demonstrates that stripping social security function of arable land is better than economic function from four principles:the original attributes of arable land,the marketization of arable land use,guarantee socialization and the basis of realistic economic.(3)The third part is the case analysis of the separation and reform of arable land function in Sichuan province.This paper analyzes the reform of arable land system in Sichuan province from various aspects and angles,and discusses how to solve the contradiction between social security function of agricultural land and the development of agricultural modernization.The purpose of this study is to provide reference material for the reform of arable land system in other provinces,and to provide empirical support for the theoretical innovation of this paper.(4)The fourth part is the policy suggestion of the reform of arable land system in rural areas of China.This paper puts forward the following policies and recommen-dations:stripping social security function of arable land to establish social security system of urban and rural integration;speeding up the pace of economic development to achieve the transferring of rural surplus labor;seizing the opportunity of arable land reform to improve the economic efficiency of arable land.This study explores the direction of the reform of the arable land system in the future from the perspective of arable land function,which is innovative.First of all,this paper argues that social security function and economic function cannot be compatible with arable land on the basis of the multi-task principal-agent theory,which explains the root of the plight of the reform of the arable land system.Secondly,this paper systematically demonstrates that stripping social security function of arable land is better than economic function,and provides the theoretical support for the withdrawal of social security function from four aspects:the original attributes of arable land,the marketization of arable land use,guarantee socialization and the realistic economic foundation.Finally this study points out the direction of the reform of arable land system.
