As the "world’s golden milk supply belt" and one of the country’s top ten pastoral areas,Ningxia has seen rapid development of dairy farming in recent years, with the scale of intensification increasing and ranking at the forefront of the country, while at the same time, the shortage of forage and manure consumption problems faced by dairy farming have also become increasingly prominent.By combining silage corn cultivation and dairy farming, the combined dairy farm can realize the recycling of manure, straw and silage corn.It can effectively reduce forage purchase, reuse manure and reduce fertilizer use, thus reducing production costs and achieving green and sustainable development. However, for a long time, the main factors influencing dairy farmers to choose the combined farming model are not clearly identified, and there are no supporting and precise policy incentives, which is not conducive to the widespread promotion of the combined farming model. This study takes Wuzhong city as an example, uses questionnaires and field interviews to collect data and information, and uses a binary logit regression model to identify the main factors influencing dairy farmers’ choice of the combined farming model, and then uses the ISM model to analyze the hierarchical structure of the main factors to identify the root causes of the influencing factors, and accordingly puts forward targeted policy recommendations to promote the combined farming model in Wuzhong city and Ningxia region as a whole. The combined farming model in Wuzhong City and Ningxia region will be further developed. In this paper,a binary logit regression analysis revealed that whether dairy farmers choose the combined farming model is influenced by various factors.Among them, seven factors, including years of education, total number of cows on the dairy farm, distance between the farm and farmland, transfer fee of farmland, price of purchased silage corn, whether the dairy farmer knows that combined farming can reduce feed costs, and whether land transfer is smooth, have significant effects on whether the dairy farmer chooses the combined farming model. The ISM model was used to identify the hierarchical relationships among the factors, and the root causes were found to be the total number of cattle on the dairy farm, the cost of land transfer, the distance between the farm and farmland, the price of purchased silage corn, and the number of years of education. It is easy to see that the main consideration of dairy farmers as "rational people" is whether the combined farming model can bring economic benefits to them.Based on the above findings, countermeasures are proposed, namely,to coordinate the planning of water and soil resources,to give full play to external economic incentives,to improve the service system of integrated farming, and to improve laws and regulations and the regulatory system.Through effective implementation of these countermeasure suggestions,a positive market environment and policy environment will be created to promote the in-depth development of the combined farming model in Wuzhong City and even the whole Ningxia region.
