Since the implementation of the household contract responsibility system,small-scale production and management with families as units has always been the main form of agricultural production in China. The long-term and widespread existence of small farmers is China’s basic national conditions, and small farmers are still an important basic force in the process of China’s economic and social development. As far as Lushi County is concerned, small farmers have always been the main body of agricultural management. However, due to the limitation of mountainous terrain, the phenomenon of cultivated land fragmentation is serious,it is difficult to develop large-scale management, and it is more difficult in the process of agricultural modernization. Therefore, for Lushi County, analyzing the mode selection and influencing factors of small farmers’ integration into modern agriculture is of great significance to promote the development of agricultural modernization in this area.Firstly, this paper uses the method of literature analysis to clarify the relevant concepts of small farmers, modern agriculture and agricultural socialized services, and defines the theoretical basis of farmers’ behavior theory, transformation of traditional agriculture theory, agricultural modernization theory, induced change theory, new institutional economics and so on.Secondly, according to the survey data of 121 small farmers in Lushi County, under the analysis framework of new institutional economics, according to the four key economic issues of who has the right to manage cultivated land, who is engaged in the process of agricultural management, who gets benefits and who bears risks, the ways of sample farmers integrating into modern agriculture are summarized into three types: complete exit, link transformation and market transformation, and the personal characteristics of small farmers who choose the three methods The comparative analysis of family characteristics, production characteristics and cultivated land characteristics shows that the way for the sample farmers to integrate into modern agriculture is mainly link transformation, that is,they still retain the land management right and implant modern elements in some production links.Thirdly, the logistic regression model is constructed to empirically analyze the factors affecting the choice of different integration modes of small farmers in Lushi County. It is found that the choice of complete withdrawal small farmers is most significantly affected by age and family farming labor force; The choice of link transformation small farmers is most significantly affected by age, education level, agricultural labor force, plot terrain, whether the land is transferred or not,and the number of agricultural technology training; The choice of market transformation small farmers is most significantly affected by age, whether there is income from non planting and breeding industry and the number of agricultural technology training. Finally,on the basis of empirical analysis, combined with the actual situation of Lushi County, the following countermeasures and suggestions are put forward for the integration of small farmers in Lushi County into modern agricultural development:(1)Promote moderate scale operation and standardize land circulation;(2)Improve the agricultural socialized service system and improve the quality of agricultural socialized service;(3)Cultivate new agricultural management entities and play an active leading role;(4)Fully respect farmers’ own wishes and strengthen agricultural technology training;(5)Build rural e-commerce service outlets and improve supporting facilities and services.
