Cultivated land is an important resource and carrier of agriculture.In the early stage of the implementation of the household contract responsibility system,China’s agricultural mechanization level was low,the agricultural labor force was abundant,and the urban-rural dual economy was seriously divided.The equal distribution of cultivated land ensured the life and employment of farmers and adapted to the development of productivity at that time.In order to ensure the long-term investment in agriculture,the state has successively issued the policy of long-term stable contracting right,so that Qi county has gradually stopped re contracting land since 1990,forming a distribution pattern of cultivated land fragmentation.After three decades of development,productivity has been greatly improved,urbanization is developing rapidly,aging is becoming more and more serious,and the household structure of farmers is constantly changing.The fragmented cultivated land has become more and more unsuitable for the requirements of current productivity,and various disadvantages are becoming increasingly prominent.According to the requirements of agricultural modernization,all localities continue to explore the solution of fragmentation.As an advanced agricultural county,Qi county has not found an effective way to control the fragmentation of cultivated land,and its internal reasons are worth studying.At the same time,as a typical agricultural county in the eastern Henan Plain,the problem of cultivated land fragmentation control in Qi county is well representative.The first part of this paper expounds the background and significance of the study on the treatment of cultivated land fragmentation in Qi county.The second part mainly defines the relevant basic concepts and theoretical basis.The third part focuses on the formation process and changes of cultivated land fragmentation in Qi County,analyzes the examples of cultivated land fragmentation after the confirmation of agricultural land rights,and summarizes the causes of cultivated land fragmentation in Qi county.The fourth part makes a detailed investigation on the fragmentation of cultivated land for 189 families in three villages of Qi county.The investigation is carried out in a random way,and preliminarily grasps the basic characteristics of farmers and their cognition and expectation of the current fragmentation of cultivated land.The fifth part establishes a binary logistic regression analysis model for farmers’willingness to participate in the management of cultivated land fragmentation according to the sample data.Through the regression analysis of the selected 11 variables,six variables with significance test are obtained,that is,the number of plots has a significant impact at the level of 0.01;Who will convene has a significant impact on whether they are willing to participate in the management of cultivated land fragmentation at the level of 0.05;The number of labor force,the area of cultivated land under management,the degree of understanding of cultivated land fragmentation and the degree of understanding of fragmentation management policies have a significant impact at the level of 0.1.The P values of five variables such as age,education level,health status of main labor force,per capita household income,distance between cultivated land and housing are>0.1,so they do not have statistical significance.The sixth part is mainly some conclusions and suggestions.In the survey,the number of plots and the government’s attitude towards the management of cultivated land fragmentation have become the key to whether farmers are willing to participate in the management of cultivated land fragmentation;Nearly 80%of farmers look forward to meticulous treatment but they can’t find an effective way.Ordinary farmers are unable to organize the overall cultivated land management with village groups as units,and the villagers’ autonomy ability of most villages is not enough to complete this task.Farmers look forward to more detailed governance policies and the support of governments at all levels.
