Problems And Countermeasures Of Rural Domestic Sewage Treatment In Q County,Guangdong Province

Rural revitalization is a major plan and strategic deployment which was put forward in the 19 th National Congress of CPC,the “ecological livability” and “effective governance”have become important factors to achieve rural revitalization.For a long time,as the imbalance between urban and rural development and rural development is not sufficient,the rural infrastructure construction is far behind the urban.With the development of rural economy and improving living standards,all kinds of pollutants begin to appear which will damage natural environment,for example the domestic sewage discharging.The money is not enough for rural infrastructure construction so it become a difficult problem for collection and treatment of domestic sewage.And this make water pollution getting worse and affected the rural production and life even the health of villagers.The effective treatment of rural domestic sewage is the urgent desire of rural residents.In order to promote the work of rural domestic sewage treatment,Government of Q County has responded to the relevant policies and plans positively.Such as“The implementation plan for promoting the improvement of rural living environment and the construction of ecological,livable and beautiful countryside” distributed in 2018 and “Special work plan for rural domestic sewage treatment” formulated in 2021.And hundreds of millions yuan have been put into the sewage treatment facilities these years by government of Q County,The effect is obvious but still has problems need to explore and solve.This paper use theories of sustainable development and multiple governance,on the basis of these two theories to take the scientific research methods such as literature research method,questionnaire survey method,deep interview method.This paper will summarize the current status of rural domestic sewage treatment from different aspects include policymaking,infrastructure construction,funding and major participants.By analyzing,the major problems of rural domestic sewage treatment in Q county are poor infrastructure construction,ill management,indistinct effect and short of major participants.The causes of those problems include lack of capital investment,long-term management and protection mechanism are immature,lack of effect evaluation of scientific governance and multi-subject didn’t reach a consensus.At last,this paper will offer a few countermeasures combined with the actual situation of Q county.Firstly,strengthening capital integration to improve infrastructure construction.Secondly,establishing a system for management,maintenance,supervision and assessment.Thirdly,carrying out the regular evaluation for this work of sewage treatment.Lastly,building the treatment mechanism of multi-subject for rural domestic sewage.
