| In recent years,smog has been highly concerned at home and abroad.Among the numerous measures for the management of pestilence,“coal-to-gas” is highly respected for its ease of implementation and quick results.The burning of bulk coal in winter in rural areas is an important source of smog in southern Hebei province.The local government has focused on air pollution in rural areas and actively promoted “coal-to-gas” in rural areas since 2016.This paper is based on the "Capital Region",the neighboring provinces of Shandong,Shanxi,and Henan,and the worst-ranking southern province of China,the worst air quality of which in rural.Through the collection of a large number of materials,a wide range of field surveys,interviews,etc.,from the formulation and implementation of government policies,the current status of the gas market,and the advantages and disadvantages of the implementation of "coal-to-gas" reform in rural areas are discussed deeply in the process of sustained development of "coal-to-gas" in the rural areas of southern Hebei province,in terms of gas source protection,peaking measures,and government funding subsidies,problems in the gas market chaos,regulation of construction,and safe use of gas,and analysis of the intricate interests of related parties such as governments,gas companies,and farmers,and their relationship with sustainable development,and the study of countermeasures to ensure the sustainable development of rural coal to gas production.At the end has the following conclusions: Being an importance measures for "Coal-to-gas reform" in rural areas,it should be kept pushing in the next few years and be focused highly on its sustainable development.The “coal-to-gas” in Southern Hebei Province has the issue of sustainable development of air source implementation and peak shaving with gas,which can be solved by way of pipeline construction to increase gas sources.The safety issue of “coal to gas” in rural areas is one of the keys to its sustainable development.It can be achieved by planning the government to strengthen supervision,rectifying existing project hidden dangers,increasing the safety management level of gas companies,and increasing the intensity of gas training for farmers. |
