| Water is essential for production,and water conservancy is the basic industry of the national economy.Small-scale rural water conservancy facilities with a wide range of areas are an important part of my country’s agricultural and rural infrastructure,and an important guarantee for improving comprehensive agricultural production capacity and improving rural living standards.Therefore,the governance of small-scale rural water conservancy projects is the basis for realizing the modernization of agriculture and rural areas and the modernization of governance capabilities,as well as an important part of grassroots governance.However,in contrast to the goals and requirements of realizing governance modernization at the grassroots level,the characteristics of large number of small rural water conservancy projects,low investment,wide distribution,and weak management are intertwined,and governance problems such as "tragedy of the commons","human use and unmanned management" still exist.,Which seriously affects the normal performance of its functions,we need to study and analyze it,propose countermeasures,promote the governance of small rural water conservancy projects,and help realize the modernization of agriculture and rural areas and even the modernization of national governance systems and governance capabilities.Based on the theoretical research results such as collaborative governance,this article analyzes and discusses the governance issues of small rural water conservancy projects through literature research and case studies.First,proceed from the basic concepts and theoretical foundations to sort out small-scale rural water conservancy projects and governance theories,collaborative governance theories and multi-center governance theories.Secondly,through the collection and sorting of literature and data related to small rural water conservancy projects for research and analysis,case studies on the governance of small rural water conservancy projects in some typical counties selected in Zhejiang Province,and summary of the problems and results achieved in the governance of small rural water conservancy projects in Zhejiang Province.It strives to have a more comprehensive and clear grasp of the problems and their influencing factors in the governance of small-scale rural water conservancy projects.Finally,based on case analysis,aiming at the dilemmas of insufficient transparency,unclear rights and responsibilities,imperfect rule of law,and inefficient governance in the governance of small-scale rural water conservancy projects in Zhejiang Province,the government,the market,and the farmers(the public)are in coordinated governance.The work that should be strengthened proposes countermeasures and suggestions,explores and answers questions such as "how to better implement the responsibility of project management and protection","how to improve the performance of project governance",in order to achieve "the unmanaged should be managed by the man,and the manned should be managed well " To promote good governance of small rural water conservancy projects,vigorously promote rural revitalization and accelerate agricultural and rural modernization. |
