The Sixth Plenary Session of the 19 th Central Committee of the Communist Party of China pointed out the scientific connotation of the new form of human civilization,including devoting to coordinating the relationship between man and nature,and adhering to the concept of harmonious coexistence between man and nature.However,the current situation of China’s natural resources and environment is still not optimistic.The declining inshore fisheries resources are one of the most serious and concerning issues.Marine fishery is an indispensable part of modern agriculture and marine economy.Marine pollution and ecological damage are related to environmental protection issues,fishermen’s livelihoods are related to Three Rural Issues,and the public resource attributes of marine fisheries are related to national territorial sea sovereignty and global fishery resources governance.Offshore fishing fishery resources are not inexhaustible.For a long time,due to the excessive development and utilization of marine fishery resources in China,they have been increasingly exhausted and the ecological environment has continued to deteriorate.Therefore,optimizing the management policies of offshore capture fisheries,strengthening the management of fishery resources and ecological restoration,and realizing the healthy and sustainable development of offshore capture fisheries are the intended meanings of China’s rural revitalization strategy and the strategy of marine power.Based on the biological analysis model of fishery resources,this thesis divides the policy objectives of offshore capture fishery management into two aspects: reducing production and expanding increments.The former focuses on input control and output control policies,while the latter focuses on resource restoration policies.Firstly,the status quo,problems and changing trends of offshore fishing yield and main fishing input factors were statistically analyzed;Secondly,the related researches on fishing input factors were comprehensively referred to,and the continuity and availability of data were considered.Calculate the correlation between China’s offshore fishing fishery output number,gross tonnage,total power and number of offshore fishing professional practitioners from 1986 to 2020.Then find out the key factors affecting offshore fishing output,and analyze the effect of input control policies;With the goal of comprehensively optimizing China’s offshore fishing fishery management policy,China’s input control policy,output control policy,and resource recovery policy are compared with major marine fishing countries such as Japan,the United States,and the European Union,and it is concluded that China’s fishing effort management,fishery rights problems in establishment,fisherman management mode,fishery resources survey and assessment,implementation of fishing quota system,resource recovery and supporting incentive measures.Finally,on the basis of correlation analysis,combined with the theory of sustainable development and the theory of public pond resources,drawing on the advanced experience of fishery resource management in major foreign countries,and based on the actual situation of China’s offshore fishing fisheries,the goal is to reduce production and expand the increment.Countermeasures and suggestions for improving input control policy,exploring output control policy and strengthening fishery resource restoration policy are put forward,so as to comprehensively optimize the management policy of offshore capture fishery.
