The marine fishing industry is an important part of China's marine economic development.In recent years,with the development of science and technology,China's marine fishing capacity has been continuously enhanced and the marine fishing industry has continued to grow.However,overfishing and marine pollution have also emerged.Marine resources a serious recession begins.As China's accession to international maritime conventions and South Korea and Japan respectively signed a fishery agreement,marine fishing space began to shrink,in order to solve this problem.Our country has adopted a series of measures,but the overall situation is still severe.The pressure on fishery resources in the catchable areas continues to increase;overfishing causes the depletion of marine fishery resources,which severely restricts the sustainable development of China's marine fishing industry.In order to control the phenomenon of overfishing and prevent the continuous decline of marine fishery resources,the Ministry of Agriculture and Rural Agriculture of China announced in the “Thirteenth Five-Year Plan for National Fisheries Development” published at the end of December 2016 a series of oceans that put equal emphasis on inputs and outputs.Total fishing is the core system.Under this background,this article analyzes and empirically analyzes the various input factors of marine capture fishery economic development,tries to find out the quantitative relationship between the input and output factors in the growth of fishing production,and demonstrates the growth mode of marine capture fisheries in China.The impact factors are to find more suitable input factors for controlling China's total marine capture,so as to achieve the purpose of controlling total fishing growth by controlling input and output factors at the same time,so as to optimize China's marine fishing management policy.At the same time,it provides scientific advice and reference for the relevant industry authorities in the "total fishing control" policy.This article takes the offshore fishing in our country as the research scope,selectsthe related data of China's marine fishery from 2002 to 2016,and analyzes the relationship between the input factors and the total amount of fishing by establishing the C-D model of marine fishing industry.This article uses Eviews6.0 software to return data and finds that the increase in input of fixed capital,number of fishing boats,power,operation methods,labor force and other factors has affected the growth of total fishing,combined with international fishing in large countries,such as the United States,Canada,the European Union,Japan,South Korea,and other countries' input factor control policies and compared with our country,and finally put forward recommendations:(1)scientific and rational formulation and improvement of various input control policies;(2)the full implementation of the "output on the basis of resource survey and evaluation " Control policies;(3)Establish and improve the legal system for each output and input control policy;(4)Increase propaganda and strengthen the investment of the marine capture fishermen's own capacity;(5)Implement various fishing investment and output Control policies to speed up structural adjustment of marine fishing production.
