Analysis On The Relationship Between Input And Output Of Offshore Fishing

In 2016,the State Council issued "Several Opinions on Promoting the Sustainable and Healthy Development of Marine Fisheries".The "Opinions" put forward "supporting and strengthening offshore fishing and building a maritime power".Offshore fishing is a national strategic industry,an important part of building a maritime power and implementing the "going out" and "the belt and road initiative" strategies,which is of great significance to ensuring the domestic supply of high-quality aquatic products,ensuring national food safety,promoting bilateral and multilateral fishery cooperation and safeguarding national maritime rights and interests.However,in recent years,the world environment has changed,such as global warming,international trade sanctions led by the United States,and more countries have invested in offshore fishing,which has caused the industrial structure of international offshore fishing to change.New contradictions have been formed between the world ecological environment,countries for their own interests and the balance of world fishery resources.Solving this contradiction is directly related to the future development of world offshore fishing.As far as our country is concerned,compared with the developed countries that have successfully transformed their fisheries,the next ten years will be an important moment for our country to truly face the transformation.Now,in the ever-changing world,can international trade and offshore fishing trade seize the opportunity to upgrade the offshore fishing economy from relying on human labor to relying on science and technology,so as to upgrade and adjust the rough industrial chain,so as to improve our country’s right to speak in offshore fishing in the world.There are many problems facing our country at present,and the main ones are that the industrial structure has not kept up with the times and needs to be adjusted urgently,and the utilization rate of natural resources,human resources and other resources is relatively low,which should be accelerated today when resources are gradually in short supply.Compared with the big fishing countries in the world,China’s offshore fishing industry has a big gap in both industrial structure and resource utilization rate because of its late start.The research content of this paper is divided into five parts: the main idea is to summarize the relationship between the change of input factors and output by analyzing the development status of offshore fishing in CNFC,and to estimate the results through the production function model of offshore fishing.Finally,according to the analysis results and combining with the actual situation,some policy suggestions are put forward.The main contents are as follows: the first chapter is the introduction,which points out the purpose and significance of the research,expounds the innovation and shortcomings,and comments on the relevant literature at home and abroad;The third chapter analyzes the development status of offshore fishing at home and abroad as well as the changes of various input factors and outputs.The second chapter is the research basis of this paper,which lays a good foundation for the following empirical analysis.The fourth chapter is an empirical study on the relationship between input factors and outputs of offshore fishing combined with production function.The fifth chapter summarizes the feasible policy suggestions through qualitative and quantitative analysis,combining with the main problems faced by offshore fishing in China and CNFC.The research method of this paper is to analyze the influence of the change of the main input factors of offshore fishing on the final output by reading the relevant literature of offshore fishing input and output and using Cobb-Douglas production function model.Descriptive statistical analysis is carried out on the data to ensure the authenticity of the data,and then the statistical model is selected to analyze its influencing factors.In this paper,the data of 2010-2019 financial annual report of China’s largest offshore fishing company,CNFC,is selected to make an empirical analysis on the relationship between input elements and output of offshore fishing of China.It is found that:(1)China’s offshore fishing started in1985,after more than 30 years of capital investment,the early capital investment will inevitably bring huge output returns,and its contribution to offshore fishing output is naturally the highest.However,with more capital investment,the marginal benefits of offshore fishing gradually appear,and the contribution of capital investment naturally decreases.Therefore,the industrial structure reform of offshore fishing is inevitable,and more investment should be made in technology and labor optimization.(2)Compared with the traditional fishery,the resources of offshore fishery vary greatly every year.Nevertheless,because different resources are produced,the price will fluctuate with it.On the whole,the change of resources to economic output is relatively limited.(3)The input of the labor force has gradually increased from the beginning year by year to the last three years,and the output has also changed.However,the improvement of the contribution of the labor force still needs to be driven by the improvement of the quality of the labor force.(4)With China’s increasing emphasis on offshore fishing technology,the early investment in science and technology may be relatively small,but the impact on output is gradually emerging.From many foreign documents,it can be known that the optimization and adjustment of offshore fishing industry structure requires the investment in science and technology.It is believed that as China’s offshore fishing pays more attention to technology,it can bring more positive changes to output.Combined with the above conclusions,some suggestions are put forward as follows: to upgrade the equipment of ocean-going fishing boats to ensure production safety;Change the way of marine fishing,develop and improve the mechanism,start with the access mechanism of source fishing boats,improve the fishing standards of fishermen in offshore fishing boats,and limit fishing;The government and enterprises should cooperate with local colleges and universities to strengthen the construction of offshore fishing talents,cultivate offshore fishing comprehensive talents,vigorously cultivate young scientific and technological backbones and academic leaders,and cultivate a high-level scientific and technological team;In the capital investment,increase the investment in offshore fishery science and technology,in order to promote the conversion efficiency of input and output and improve the final output benefit.
