| With the development of urban industrialization,in the face of energy shortages and environmental pollution pressures,the national “13th Five-Year Plan” energy plan and Xi’an “13th Five-Year Plan” energy conservation and emission reduction comprehensive work program advocate the use of new energy and renewable energy.The government promotes the use of new energy by farmers in urban suburbs,which can effectively alleviate air pollution and improve the urban environment.Farmers use new energy sources,which have external and information asymmetry characteristics.New energy products have high cost,no price advantage,and do not have the economic factors that attract farmers to use new energy.They will have problems in the use of new energy sources and loss of efficiency.The mechanism cannot be solved,and the government needs to use economic incentives to resolve externalities and encourage farmers in urban suburbs to actively use new energy sources.In this paper,through the combination of qualitative analysis and quantitative analysis,theoretical research and applied research,comprehensive use of management,economics,incentive theory,game theory,system science and other multidisciplinary knowledge,launched a study on new energy subsidies.Through in-depth analysis of the economic characteristics and related behavioral subjects such as the externality and information asymmetry of farmers using new energy,the problem and essence of using new energy by farmers are revealed,using environmental economics,externality theory,principal-agent theory and incentive mechanism design.Theory,built the theoretical framework of this paper.Through the evolutionary game analysis between the government and the farmers,the government’s incentive effect is revealed.Modeling as an important analytical tool by means of commissioning,agency and game theory.By analyzing the principal-agent problem in the use of new energy by farmers,a principal-agent model of government subsidies to stimulate the use of new energy is established,including government subsidy incentives.The mode and strength model,the multi-objective model of government subsidy incentives,and the monitoring and punishment mechanism model of government subsidy incentives,respectively analyze the optimal subsidy model under the condition of information symmetry and asymmetry,and determine the cost-based promotion of new energy applications.Subsidy incentive model.Through the analysis of the impact incentive contract,such as the retention effect,risk aversion and cost coefficient of the farmers,the ways and strengths of government subsidies to stimulate the use of new energy are discussed.The government’s subsidy approach was discussed when the results of the effort were uncertain and the tasks were related.And carry out case verification for policy recommendations.In the research process of new energy subsidies,this paper applies various theories and methods,enriches and expands the relevant theoretical system of new energy subsidies;deeply analyzes the economic characteristics of farmers using new energy and reveals the mechanism of incentives.Further research on promoting the use of new energy by farmers;designing incentives for farmers to use new energy subsidies is conducive to the government to formulate effective subsidy incentive programs and policies. |
