Research On The Impact Of Subsidy Policy On Farmers’ Straw Returning Behavior

In recent years,the unreasonable utilization of crop straw has caused it to become one of the sources of agricultural non-point source pollution in our country.The No.1 document of the central government in 2020 pointed out that the management of outstanding problems in the rural ecological environment should promote the comprehensive utilization of straw.Returning straw to the field is one of the effective ways to improve the comprehensive utilization rate of straw,and it can effectively reduce the hidden dangers of traffic and fire caused by “burning out”.It is an effective way to rationally use straw resources to improve soil fertility.It is closely related to soil fertility,environmental protection,and farmland ecological environment balance,and plays a very important role in sustainable development.In recent years,Heilongjiang Province had successively introduced related subsidies for returning straw to the field,which has had a certain positive impact on farmers,but it has not yet achieved the best results.The behavior of farmers returning straw to the field is subject to government supervision and restriction.Some farmers did not take the initiative to return to the field.Even if the farmers had the willingness to return the straw to the field,the final behavior still needs to consider factors such as cost,profit,and technical difficulty.In addition,the farmers’ age,education level,and the actual situation of the family also affect their cognition and acceptance of returning straw to the field,which leads to differences in the behavior of farmers in turn.This article attempts to combine the incentive theory,farmer behavior theory,planned behavior theory,and circular economy theory with the actual situation of Heilongjiang Province through the literature research method,questionnaire survey method and measurement model method,and study the impact of Heilongjiang Province’s subsidy policy on the behavior of farmers returning straw to the field.First,sort out the relevant subsidy policies for straw returning to the field in Heilongjiang Province,and analyze and study the relevant situation of farmers’ straw returning to the field according to the actual situation of the survey area.Secondly,through the use of survey data to analyze the mechanism and empirical analysis of farmers’ straw returning to the field,explore the factors and paths that affect farmers’ straw returning to the field.On this basis,empirically analyze the impact of subsidy policies on farmers’ straw returning to the field,explain why the subsidy policy will affect farmers’ straw returning to the field,and how the subsidy policy affects farmers’ straw returning to the field,and conduct in-depth research on subsidies.The impact of the policy on the participation behavior,propaganda behavior and concern behavior of farmers in returning straw to the field.Finally,based on the research results,it puts forward countermeasures and suggestions for optimizing subsidy policies to guide farmers to produce straw returning to the field,promote the development pattern of complementary advantages,and further improve the ecological environment quality of Heilongjiang Province,and provide reference for formulating reasonable and effective policies.The conclusions of this paper are as follows: based on the theory of planned behavior,the farmers’ behavior of returning straw to the field is analyzed,it is concluded that the behavioral attitudes and subjective norms of farmers have a significant positive impact on the willingness to return straw to the field.The increase in income has a greater impact on behavior and attitude,and family support attitudes have a greater impact on subjective norms.The perceptual behavior control of farmers has a significant positive impact on the willingness and behavior of returning straw to the field,and the learning ability of farmers has a greater impact on perceptual behavior control.Farmers’ willingness to return straw to the field has a significant positive impact on their behavior.By studying the impact of the subsidy policy on the behavior of farmers returning straw to the field,the amount of subsidy per mu of farmers’ straw returning,farmers’ understanding of the subsidy policy and farmers’ satisfaction with the subsidy policy have a positive influence on farmers’ straw returning participation behavior,publicity behavior and concern behavior.The propaganda and attention behaviors of farmers returning straw to the field are also affected by individual characteristics of farmers,family and production characteristics.In order to optimize the subsidy policy and guide farmers to produce straw returning to the field,it is proposed to strengthen the supervision and management of the implementation of the straw returning subsidy policy,appropriately increase the subsidy amount for straw returning to the field,vigorously promote the straw returning subsidy policy,and improve the straw returning subsidy system.We will do a good job of supporting measures and suggestions for the subsidy policy for returning straw to the field.
