Since the 18th National Congress of the Communist Party of China proposed the strategy of ecological civilization construction,the protection of ecology has attracted wide attention from all parties.In October 2017,the report of the 19th National Congress of the Communist Party of China promoted the construction of ecological civilization as a "millennium plan" and opened up Chinese forestry.A new era of ecological civilization construction and modern development.The Party’s 14th Five-Year Plan also proposes to improve the quality of the ecosystem,comprehensively improve the efficiency of resource utilization,establish an ecological product value realization mechanism,and improve marketization and diversified ecological compensation.In order to improve the interests of farmers in the forestry subsidy policy,to maximize the protection of farmers’ enthusiasm as the main body of the policy to participate in the implementation of the policy,and to implement and improve the effects of forestry subsidy policies,it is very important to regard farmers as the subject of policy effects.This article takes Guizhou Province as a region to explore the effects of forestry subsidy policies and the influencing factors of policy effects.First,use macro data to establish a policy effect evaluation index system from the three aspects of ecology,economy and society,and use the entropy-TOPSIS method to calculate the weight of each index and comprehensive performance;Secondly,using the micro-survey data and using the binary logistic regression model to analyze the influencing factors of the policy effect;finally,it puts forward suggestions for improvement on the existing problems in the forestry subsidy policy of Guizhou Province.The results show that:(1)Generally speaking,the effect of forestry subsidy policy in Guizhou Province has been increasing over time,but the overall policy effect is still relatively poor.Specifically: As of 2019,the forestry subsidy policy has the highest social effect performance value at 0.835,followed by economic benefits,and the ecological benefit performance value is the worst at 0.008;(2)The individual education level of the farmers,the number of family labors,the annual forestry income and the farmers’ satisfaction with the policy have a significant positive impact on the policy effect,and the degree of forest land fragmentation has a significant negative impact on the policy effect.Based on the research conclusions,the following suggestions are made for the improvement of forestry subsidy policy: Raise the compensation standard of forestry subsidy policy and increase investment;strengthen the training of farmers to increase the awareness of the policy;Promote the diversification of compensation objects and marketization of compensation subjects;encourage the circulation of forest land to form forest land scale management;strengthen the publicity of forestry subsidy policies and increase public participation.
