Enough competence of seafarers is important factors for ensuring the safety of maritime navigation, STCW78/95 convention only requires seafarers up to the minimum standards, there are great differences with the shipping company hired seafarers standards. With the change in the mode of seafarers management, the scientific identification of the seafarers' competence, fair and objective manner to the seafarers for the performance, creating a fair system of remuneration and incentive mechanism is particularly important.The study on Multi-level grey evaluation for competence of seafarer through depth investigations and studies, according to seafarer appointment standards of shipping companies and seafarer qualified standard features and development trends, established the competence evaluation index system for seafarer, using multi-level grey evaluation methods for the seafarer competence quantitative assessment.Evaluation model is verified by the experiment, proved to be effective. It provides a reliable basis for seafarers selecting and retraining, crew performance, improving shipping companies pay system and incentive mechanisms, provides the scientific theoretical basis for the maritime authorities to issue appropriate certificates of revised examination and certification rules, provides a clear direction for maritime personnel training, and provides a valid identification seafarer competence for the shipping companies.
