The report of the 20 th National Congress clearly pointed out that it is necessary to comprehensively promote rural revitalization,consolidate and expand the achievements in poverty alleviation,and enhance the endogenous development momentum of poverty alleviation areas and people.In China’s poverty alleviation work,tourism scenic spots have achieved remarkable results in poverty alleviation and have become an important part of poverty alleviation in characteristic industries.At the same time,as a strategic pillar industry of the national economy,transportation has played an increasingly key role in the rapid development of tourism and the steady progress of poverty alleviation.The integrated development of the transportation industry and tourism industry is an important measure and starting point for promoting supply-side structural reform,and it is also an effective exploration for local governments to consolidate the achievements of poverty alleviation and achieve stable poverty alleviation.At present,China has entered an important historical stage of consolidating the achievements of poverty alleviation and rural revitalization,and how to promote poverty alleviation areas through integrated development of transportation and tourism to consolidate poverty alleviation achievements and build a stable poverty alleviation model of integrated transportation and tourism has become an important driving point for regions to achieve common prosperity and promote stable poverty alleviation.Based on the existing research results,this paper establishes the theoretical framework of stable poverty alleviation based on the theory of industrial integration,anti-poverty theory,sustainable development theory and sustainable livelihood theory,and fully combines the theoretical framework to construct the research model of "transportation and tourism integration-livelihood capital-stable poverty alleviation",and puts forward a research hypothesis on this basis.The Baishishan 5A-level tourist scenic spot,a representative scenic spot along the Taihang Mountain Expressway,was used as a case study to conduct empirical research,and the research data was collected through field research,and PSS28.0 and AMOS26.0 software were used to process and analyze the data based on the data collected in the field,and the stable poverty alleviation model of transportation and tourism integration was verified.The results show that the integration of transportation and tourism can give full play to its basic role,that is,the integration of transportation and tourism has a positive impact on social capital,physical capital,human capital,natural capital and financial capital in livelihood capital,and the integration of transportation and tourism has a positive impact on stable poverty alleviation.Social capital,physical capital and human capital in livelihood capital have a positive impact on stable poverty alleviation.Based on the theoretical framework and empirical research results of stable poverty alleviation based on the integration of transportation and tourism,and starting from the actual situation of the development of Baishi Mountain Scenic Area,the development mode of stable poverty alleviation suitable for transportation and tourism integration in Baishi Mountain View Area was determined,and the stable poverty alleviation development of transportation and tourism integration in Baishi Mountain View Area was promoted.It is specifically elaborated from the four elements of transportation and tourism integration,material capital,social capital and human capital,mainly including promoting the in-depth development of transportation and tourism integration,scientifically improving the talent training mechanism,comprehensively improving the material conditions of residents and building good social relations.
