Study On Village Planning Of Poverty-stricken Areas In Taihang Mountains,Hebei Province

Against the backdrop of the coordinated development of the Beijing-Tianjin-Hebei region,the concentrated stretches of poverty-stricken areas in Taihang Mountains have drawn attention from all walks of life.The Yanshan Mountains – Taihang Mountains area is the largest in China's concentrated stretches of poverty-stricken areas,with 16 poverty-stricken counties in Taihang Mountains area in 2015,including 14 state-level key anti-poverty counties and 2 province-level key anti-poverty counties as well as 2,023 poverty-stricken villages.With a poverty-stricken population of 1,297,357,the per capita net income was RMB 6,055 in the poverty-stricken areas in 2015,far lower than the average of RMB 9,892 in Hebei Province.With relatively backward economic and social development,the rural areas in Taihang Mountains have been plagued by a number of problems such as the villagers' inability of increasing incomes,bad village appearance,backward construction of facilities,inadequate cultural inheritance and poor human settlement.Therefore,it is an urgent task to take the village planning in poverty-stricken areas as the leading factor in the course of guiding the scientific development in such villages.Different from the plain rural areas,the poverty-stricken rural areas in Taihang Mountains have the remote location,scattered distribution,small size and other characteristics,with relatively slow development in economy.This paper sets the villages in the poverty-stricken areas in Taihang Mountains as the research object,and puts forward the paths of village planning in line with the actual conditions in the region based on the research of relevant scholars in mountain villages by drawing on the theories and methods in village planning in poverty-stricken areas at home and abroad.Based on in-depth survey,research and analysis of the features of the villages in the region,a set of methods and contents of village planning suitable for the poverty-stricken mountain areas have been summed up.Firstly,based on the existing planning theories and anti-poverty theories,the paper analyzes the current development situations in the region at the macro level,the space layout characteristics of the villages at the medium level and the current development situations of the villages at the micro level,and summarizes the factors leading to the poverty in the villages.Secondly,the paper sorts out the key notable issues in the planning and construction of the villages in poverty-stricken mountain areas,and specifies the main contents in planning such villages.Based on the characteristics such as poverty,mountains,aging and hollowing out,the factors shall be focused on in village planning,so as to make the planning practical and able to guide the scientific development in the villages and increase the farmers' incomes.Finally,the paper takes the planning project of Huangbeiping Village as an example,combines the theories with practice,and specifically analyzes the methods and contents of village planning in poverty-stricken areas,so as to prove that the theories are scientific and rational.The paper provides some theoretical guidance and technical support for village planning in poverty-stricken Taihang Mountains areas as well as the reference for the construction of the beautiful rural areas with regional and ethnic characteristics in practice and the promotion of income increase,poverty alleviation and well being in the region.
