Research On Evaluation Of Future Community Based On Life Cycle Management

After entering a new stage of development,the renovation of old residenti-al areas in China facing various uncertainties and complexity issues.Building Future Communities is a "new path" being explored by Zhejiang Province in the bottleneck of new urbanization development.So far,seven batches of 1263 future community projects have been successfully applied for.However,after the comprehensive implementation,due to the fading out of the development and reform department,policy changes,coordination of interests,and lack of planning,problems occured frequently in the future community creation process.Especially for future communities with large quantities and wide areas of old renovation,there is an urgent need to carry out targeted exploration of refinement and whole-process management.This article focuses on the concept,current situation,problems,and various stages of the entire process of creating Future Community.Then,using a full process evaluation management method,based on research,interviews,and literature,the entire process and potential risks of creating future communities for old and renovated buildings were identified.A future community evaluation system for full process management was constructed from ten levels: policy transmission,potential evaluation,residents’ needs,pre-operation,spatial scenarios,continuous operation,multiple entities,fund balance,mode optimization,and smart operation.The index is preliminarily screened through the fuzzy Delphi method method(FDM),and the index weight is given using the comprehensive weighting model of game theory based on the G1 method and Entropy Weight method,and six sample communities are ranked based on the TOPSIS method.Based on the sorting results,the strengths and weaknesses of the sample community throughout the entire construction process were analyzed,and relevant strategies were proposed based on the classification of the three stages of the creation process.Based on the distribution of indicator weights and relevant cases,propose targeted systematic strategies for sub indicators.Finally,apply the future community indicator system for whole process management in the form of SPSS related operation instructions.This article proposes a feasible whole process evaluation system for future communities.The achievements can provide relatively scientific evaluation resul ts for the entire process of future community creation and operation,while pro moting the sustainable development of future community operation,providing a certain degree of reference for future community creation in Zhejiang Province.
