The "14th Five-Year Plan" period is an important five-year period for realizing China’s double carbon goal,and a key period for realizing sustainable economic development.As an industry with high energy consumption and high emission,the construction industry will face greater challenges and usher in important development opportunities under the background of double carbon.The construction process of green housing has been following the national concept of sustainable development.While saving energy and reducing emissions,it can provide residents with a healthier and more comfortable living environment.Increasing the occupancy of green housing in new housing is a national event related to people’s livelihood.However,at present,the green housing market has not been formed in China.Developers have low expectations for green housing investment because they have to face greater cost risks.At the same time,consumers have lower purchase intention for green housing because of the higher market price.the lack of power on both the supply and demand sides seriously hinders the development of green housing,It is urgent to explore the key factors driving the development of green housing and the behavioral logic behind developers’ investment and consumers’ purchase decisions to promote the rapid development of green housing.To solve this problem,this paper will start from the dilemma and opportunity of the development of green housing,use the ISM model,consumer utility function,MATLAB simulation and other tools to explore the fundamental factors driving the development of green housing,and analyze the decision-making behavior of the supply and demand subject in the green housing market under three different subsidy strategies.From the source of the green housing market supply and demand side of the problem of insufficient power.This paper will conduct research from the following three aspects:(1)Based on the analysis of the dilemma and opportunity of green housing development,identify and extract the factors driving the development of green housing from the three levels of government,developers and home consumers through literature review and expert questionnaire survey.Then,through descriptive statistical analysis,the factors with low influence degree are eliminated,and 17 important factors driving the development of green housing are determined.Finally,the hierarchical relationship and interrelation among all factors are analyzed through the structural model explained by ISM,and it is concluded that effective financial subsidies and incentives are the fundamental factors driving the development of green housing.(2)Based on the analysis results of ISM explanatory structure model,the research continues to focus on government subsidies and the decision-making behavior of developers and consumers.in the following,three different subsidy strategies are set up,and the consumer demand function and developer profit function are given on the basis of considering the green preferences of consumers.Finally,the decision model of supply and demand subject in the green housing market under different government subsidy strategies is obtained by backward induction.(3)First,assign values to important parameters in the above model through the case analysis of green housing.Then MATLAB software was used to conduct numerical simulation to explore the influence of changes in parameters such as government subsidy intensity and consumers’ green preference on developers’ investment decisions and consumers’ purchase decisions.this paper expounds the logic behind developers’ and consumers’ goal of realizing their own income and utility maximization,and finally gives incentive opinions according to the analysis results.
