After reform and opening-up policy,China began to implement the exportoriented strategy.Since then,China’s economy has developed rapidly. The scale of product exports has been expanding, and the level of per capita income has also been rising.China has already become a trading power, and China’s export undoubtedly occupies a considerable share in the world market. However, when it comes to product quality,it is not difficult to find that the development of China’s export trade still has a long way to go.The improvement of export product quality has become an important issue for the overseas trades of China, and one of the keys is to improve the quality of electromechanical products. In 2013,the proposal of "the Belt and Road" initiative provided a new and valuable opportunity for the development of China’s manufacturing industry. To date, the "the Belt and Road" initiative has had initial effects on the industrial development of China as well as the trade and investment in "the Belt and Road" countries.Studies also have found that the implementation of the "the Belt and Road" initiative has promoted the high-quality export of Chinese enterprises. The initiative aims at connectivity, which makes the relationship between trade facilitation and the quality of export products a problem worth studying. The paper aims to study the impact of "the Belt and Road" initiative on the quality of China’s mechanical and electrical export products from the perspective of trade facilitation. The paper first gives a brief overview of the status of trade facilitation in "the Belt and Road" countries, summarizes their development situation and achievements of trade facilitation after the implementation of "the Belt and Road" initiative, and analyzes the characteristics of China’s exports to "the Belt and Road" countries. Then, combining the existing research on trade facilitation and export product quality, the paper constructs a theoretical model of the impact of trade facilitation on export product quality. After using the demand-residual method to estimate the quality of China’s mechanical and electrical products exported to major trading partners, the UN COMTRADE data from 2009 to 2019 is used to empirically analyze the relationship between trade facilitation and the quality of China’s export products of mechanical and electrical industry under the background of "the Belt and Road" initiative. The results show that: the overall quality of export products of China’s mechanical and electrical industry shows a gradual upward trend, and the trend has become more stable after "the Belt and Road" initiative;the implementation of "the Belt and Road" initiative indeed has an effect on the quality of export products, but the current effect is inhibitory because of the threshold effect of income;among the components of trade facilitation, the impact of infrastructure construction in export destination countries on the quality of China’s export products is promotional, while the impact of institutional environment construction is inhibitory;the impact of infrastructure construction on China’s export product quality is vulnerable to external factors, while the impact of institutional environment construction is more stable. Therefore,it is suggested that: China should further increase investment in the infrastructure of "the Belt and Road" countries;full play the leading role in the international institution building;strengthen the recognition of "the Belt and Road" countries on the international institution building and promote the institution building step by step;actively carry forward the construction of free trade zones with "the Belt and Road" countries;strengthen cooperation and development of the Internet and financial industries of with "the Belt and Road" countries.
