Since the 18 th Party Congress,the rural revitalization plan has received widespread support,and the "three rural issues" have risen to the top of the Party’s priority list.Improving the standard of living in rural areas has also become a major priority.Wastewater treatment is one of the most visible obstacles preventing rural community development.According to the implementation of the "Quality Power Construction Outline",to improve the quality of infrastructure construction in critical areas such as rural revitalization and environmental protection,strengthen the construction quality of engineering projects so that their utility can be fully realized and the development of a strong quality country can be supported.With the rapid development of the construction industry,the quality of projects related to people’s livelihoods,strengthening the construction quality of construction projects will not only make the Quality of Facilities more solid,play a quality infrastructure effectiveness,but also significantly improve people’s sense of quality and satisfaction.This paper is dedicated to solving the quality issues that have arisen during the construction of a sewage pipeline in X Village,Jiaozhou City,changing the previous situation in which construction progress and cost were prioritized over construction quality,by employing the concept and method of total quality management and Six Sigma management to identify and analyze quality risks and problems throughout the construction process,and to propose an optimization plan.Secondly,the problems found and summarized in the construction of a sewage pipeline in X Village,Jiaozhou City,are investigated and confirmed by using a questionnaire and an expert scoring method,investigation of construction quality management,construction personnel conditions,materials and machinery,construction techniques and environmental issues that affect construction quality,the causes are analyzed by brainstorming method;the causes leading to the problems are analysed as the main causes;the end factors are evaluated by on-site investigation and consulting construction data,and the direct causes of the issues are finally found.Finally,the Quality Management Improvement Goal was clarified,the quality management improvement plan was developed,total quality management and Six Sigma theory were integrated throughout the construction process,and corresponding measures were proposed for the construction project’s pre-construction,construction,and acceptance links.The management problems,people quality problems,and material problems prior to construction were improved using total quality management and Six Sigma theory to ensure a solid management system,good personnel involvement,and guaranteed material quality throughout the construction process;The construction was in a state of continuous improvement by perfecting the acceptance process and standardizing the building process using the PDCA cycle method in overall quality management to solve process problems in construction,optimize the construction Process,and standardize the building Process.Improve the importance of self-inspection and other inspection in construction by improving the acceptance process,sound acceptance review system and processing mechanism to ensure that the project can the expected goals.Fuzzy comprehensive evaluation method is used to evaluate the construction quality of the sewage pipeline project,and quality assurance measures are taken to ensure the quality management level in the process of sewing pipeline construction.The sewage pipeline construction project of X Village in Jiaozhou City is studied in this paper as an example.We identify the issues that arise during the construction process of the sewage pipeline,effectively address various hidden risks and construction issues,enhance construction management,improve construction quality,and provide guidance for other pipeline class construction.
