| With the in-depth promotion of major national projects such as "New Land and Sea Passage in the West" and "the belt and road initiative",Guangxi traffic’s transportation industry has entered a leap-forward development stage.However,in this process,the contradiction between the land used for construction projects and the protection of cultivated land is prominent,and the comprehensive improvement of land along the line is difficult,which has aroused widespread concern from all walks of life.In order to solve these problems,in May 2020,Guangxi took the lead in issuing the Work Plan on Implementing Comprehensive Land Improvement along Traffic Projects,and was approved by the Ministry of Natural Resources to take Shuikou-Chongzuo-Aidian Highway in Ningming County,Guangxi(hereinafter referred to as Chongzuo-Aidian Port Section)as the pilot project for comprehensive land improvement.Taking this pilot project as a case,this paper focuses on the policy basis,expected objectives and key tasks of comprehensive land improvement along the expressway,introduces the implementation process and its effectiveness,analyzes the main problems existing in the project promotion process,and then puts forward some corresponding countermeasures,so as to provide reference for the decision-making of relevant departments and the construction of similar projects.Based on a systematic review of the existing research,this paper,from the dual perspectives of collaborative governance and sustainable development,not only collected relevant literature materials,but also collected a large number of first-hand materials through on-the-spot observation and interviews by taking advantage of the convenience of participating in the implementation of the pilot project of Chongzuo-Aidian Port Section.It is found that during the implementation of the pilot project,the guangxi traffic Department has made great efforts to build a new mechanism for comprehensive land improvement along the traffic line based on the coordination of "multi-project-multi-subject-multi-benefit-multi-objective",and reasonably determined the scope of remediation,scientifically carried out spatial planning,innovated the way of farmland occupation and compensation,simplified the examination and approval process,strengthened the supervision of temporary land use,and improved the cost budget mechanism around key tasks such as agricultural land consolidation,construction land consolidation,ecological restoration,village construction and industrial development.It has achieved many benefits,such as saving construction land and upgrading agricultural land grade,reducing construction cost and increasing farmers’ income,alleviating the contradiction of land acquisition and maintaining social stability,promoting industrial development and village construction,beautifying the surrounding environment and improving ecological benefits.In view of the outstanding problems existing in the pilot project,such as the imperfect coordination mechanism,the need to optimize the examination and approval system and the need to strengthen public participation,this paper puts forward three corresponding countermeasures,namely,optimizing the division of labor and strengthening the responsibility;Appropriately delegate the examination and approval authority and implement classified management;Broaden public participation channels and promote win-win cooperation.The basic experience of the pilot project construction of Chongzuo-Aidian port section is: the policy understanding is in place and the implementation is strong;Emphasize planning first and reasonable layout;Strict process management,highlighting comprehensive benefits.These experiences,problems found and countermeasures put forward not only have certain reference value for the decision-making of relevant departments,but also have certain reference significance for similar projects.However,because this paper is only a case study,the universality of the conclusion and the scope of experience promotion need further analysis and demonstration. |
