Research On The Linkage Mechanism Of Local Government Power Emergency Management

First A sudden public power event refers to an emergency event caused by the loss of control,malfunction,or external interference of the power system during the production,transmission,and supply of electricity.These events are characterized by their suddenness,urgency,harm,and unpredictability,and may cause serious impacts on the social economy,public safety,and people’s lives and property.Risk,crisis,and emergency events are closely related but different concepts.Risk refers to potential hazards or losses,while a crisis refers to an urgent and uncertain event,and an emergency event is a sudden,high-impact event that is typically difficult to predict.In emergency management,corresponding emergency measures and management mechanisms need to be taken for sudden public power events.Furthermore,the basic situation of the management of electric power emergencies in Zunyi City is introduced from the aspects of organizational structure,personnel configuration,and investment in funds and materials,etc.The establishment of the central decision-making organization for the management of power emergencies has been realized,and the regular revision of emergency plans,continuous innovation of emergency drills,and the improvement of the ability to respond to power emergencies have been achieved.At the same time,it is pointed out that there are four problems in the management of power emergency crises in Zunyi City,including the inadequate permanent institutions,the lack of public power event early warning and monitoring,low administrative coordination efficiency,and weak disaster prevention and mitigation capabilities of the power grid.The reasons for these problems are analyzed,and a path for improving the management mechanism for sudden public power events in Zunyi City is proposed.
