Research On Emergency Mechanism Of Electric Power System Under Major Natural Disasters

With the acceleration of industrialization and the development of high-tech industries,the dependence of economy and society on safe and reliable power is becoming stronger and stronger,and the power system is becoming more and more important in the urban lifeline system.The scale of China's power grid and the scale of power exchange are expanding,the power industry as a national basic industry,if serious natural disasters will cause commercial,industrial,residential users to damage electricity,and will spread to various social sectors and economic systems,and even the normal operation of the social and economic system.Therefore,it is particularly important to make the emergency plan of power system under the natural disaster accurately and reasonably,it is an important basis for power enterprises to formulate technical reform overhaul plan,make equipment update decision,and quickly restore power supply,and can provide scientific guarantee for disaster relief decision-making and emergency response measures.This paper takes Jiangmen Power Supply Bureau's power system as a specific research case,and discusses the current emergency management mechanism of Jiangmen Power Supply Bureau power system from the four aspects of emergency organization system,emergency management planning system,emergency training and exercise and post-disaster recovery and reconstruction tasks.In the course of research,the paper based on interviews with 30 Jiangmen enterprises,264 valid questionnaires from the power sector and power association industry,questionnaires of 245 citizens by the provincial power emergency command center and interviews with employees of all units of jiangmen Power Supply Bureau,the paper found that there is a lack of emergency management legislation in the emergency management mechanism of Jiangmen City under the great natural disaster,the emergency management of government and enterprise senforcement efficiency is low,and the emergency management compensation mechanism is missing.The mechanism of power emergency response system is not perfect,emergency management propaganda and education is not in place,social supervision,third-party evaluation mechanism and lack of public opinion management and so on.After the case study of the "8.14" Meplus power outage and the Moscow power outage,the experience of perfecting the emergency management of Jiangmen Power System is summarized,including the important importance of power grid planning,the combination of scientific and technological development and the strengthening of electricity safety management.The paper puts forward that optimizing the emergency management mechanism of power system under the great natural disaster should strengthenthe construction of emergency legal system,build an effective coordination mechanism between government and enterprises,improve the mechanism of emergency management compensation,improve the mechanism of emergency management system,improve the construction of emergency management propaganda and education system,improve the mechanism of social supervision,second-party evaluation mechanism and public opinion management.For the operation of power system,it is necessary to explore the characteristics of the power system itself,combined with the need of emergency management,scientific methods to develop the emergency plan of the power system,so as to improve the level of emergency management,to contribute to the construction of a harmonious society.
