Research On The Problems And Countermeasures In The Operation Of The "River Chief System" In Yancheng City

Water,as one of the five natural resources,plays an irreplaceable role in promoting the healthy development of society.However,due to inadequate management,many regions face problems such as water ecological damage,water resource scarcity,and water environment pollution,which seriously threaten human health and well-being.In November 2016,based on the successful implementation experience of the river chief system in the demonstration zone,the central government issued the "Opinions on the Comprehensive Operation of the River Chief System" to confirm the effectiveness of the operation of the river chief system,and regarded the implementation of the river chief system as a model to promote the successful experience of river chief system in water control in various provinces across the country.Yancheng City is rich in water resources and has numerous rivers and lakes,known as the "Capital of Ten Thousand Rivers" and the "Land of Fish and Rice".However,with the rapid development of regional economy,some rivers have exceeded the carrying capacity of the water environment due to excessive development and utilization,resulting in the depletion of lake water and rivers,and serious damage to the functions of the ecosystem.In 2017,Yancheng City began to comprehensively promote the river chief system,establishing an organizational system for the river chief system throughout the city,and actively promoting various work related to the river chief system.This article takes the operation of the river chief system in Yancheng City,Jiangsu Province as an example,and analyzes the current operation of the "river chief system" in river governance in Yancheng City by constructing a corresponding theoretical framework based on the definition of relevant concepts and theories such as the river chief system,watershed comprehensive management,and integrated governance.Through the promotion and implementation of the river chief system policy in Yancheng City in recent years,gratifying progress has been made in the water governance work in Yancheng City in the fields of water environmental protection,water ecological engineering construction,natural resources and environmental protection,and flood control and security.However,at this stage,there are still certain problems and shortcomings in the operation of the "river chief system" in Yancheng City in terms of governance methods,governance concepts,governance subjects,and other aspects.For example,the stability and continuity of the river chief team are insufficient,the coordination between professional and administrative governance is insufficient,the river leader lacks an effective coordination mechanism for managing the river,the planning and construction quality of the information management system is uneven,the assessment and accountability process is relatively difficult,and public participation and supervision are insufficient.Based on the successful experience of the "river chief system" in other regions,the implementation strategy of the "river chief system" in Yancheng City should be continuously improved in order to achieve better governance effects.Therefore,this article proposes a series of strategies to further optimize and improve the implementation of the "River Chief System" in Yancheng City.Seeking the reform and innovation trend of Yancheng’s river chief system through building an incentive and constraint mechanism based on overall governance,attracting the participation of the public and organizations in governance,building an integrated comprehensive governance system,and creating an information platform for "river chief system" under collaborative governance,aims to achieve both root and root causes of Yancheng’s watershed governance and long-term stability.
