| Electric power industry is one of the pillar industries of the national economy,its development is related to the national economy,people’s livelihood and national security.In recent years,with the rapid development of economy and society,resulting in the constant growth of electricity load,in order to meet the power supply,power grid construction has been attached great importance,and power transmission and transformation projects,as an important content of power system planning,have received extremely high attention.On the other hand,with the gradual scarcity of transmission line corridors and substation site resources,the construction costs and land expropriation and demolition compensation costs keep rising.In addition,some people’s awareness of safeguarding their rights is enhanced,leading to intensified conflicts among stakeholders.Therefore,how to scientifically evaluate the risk of social stability of new power transmission and transformation projects and maintain social harmony and stability has become one of the hot issues in the research.Based on the fuzzy comprehensive evaluation method,this paper takes the social stability risk evaluation as the research object to carry out the research on the social stability risk evaluation of power transmission and transformation projects in Yunnan Province.First of all,through data collection,analysis of sensitive points,site investigation,visit,risk factor combing,site publicity,discussion and other methods,preliminary identification of the project may involve risk factors,and then according to the harmonious society,sustainable development,stakeholders,social combustion and other relevant theories,The evaluation index system is constructed,which mainly includes 19 evaluation indexes,such as land expropriation and demolition compensation procedures and schemes,electromagnetic radiation influence,project construction management,residents’ income influence,social security and public safety,sudden mass incidents,etc.The comprehensive weights of evaluation indexes are determined by AHP,entropy weight method and linear weighting method,and the evaluation model is constructed by fuzzy comprehensive evaluation method.Finally,taking the 500 kV Zhaoyang power transmission and transformation project as an example,the paper evaluates the social stability risk level of power transmission and transformation projects in Yunnan Province,verifies the effectiveness of the evaluation model,and provides comprehensive and special risk prevention and solution measures and relevant theoretical guidance suggestions for the prevention of social stability risk of similar power transmission and transformation projects in Yunnan Province. |
