| With the continuous progress of power grid engineering,the demand for power infrastructure construction is constantly increasing,and the competition in the power transmission and transformation industry is becoming more and more fierce.In this case,how to effectively manage and control the risk in the bidding process,improve the competitiveness of the company and project winning rate,becomes more and more important.Although there have been a lot of research on project risk management at home and abroad,there is still a lack of research on the bidding risk management of power transmission and transformation projects.Most of the literature focuses on the analysis of the risks faced by power transmission and transformation projects in the construction phase,but does not provide specific guidance in bidding.From the perspective of risk management theory,this paper takes A company as an example to analyze the existing problems in the bidding risk management of power transmission and transformation projects.Aiming at these problems,some control strategies and safeguard measures are put forward to optimize A company’s bidding risk management scheme of power transmission and transformation project.In the scheme,by analyzing the current situation of bidding risk management of A company and the particularity of power transmission project,methods such as brainstorming,expert interview and literature research are adopted to classify and identify controllable risks,uncontrollable risks and unknown risks comprehensively,and A list of risks that may appear in the bidding process of power transmission project is proposed.Then establish the corresponding bidding risk index system,use the analytic hierarchy process to sort these bidding risk factors,determine the index weight of the bidding risk of A company’s power supply and transformation project,form an important risk in the bidding process of A company’s power supply and transformation project,and it needs to strengthen prevention and control.It is concluded that the top risks include the risk of making wrong bidding documents,the risk of insufficient personnel qualification and the risk of unfair competition behavior of the owner.Then the fuzzy comprehensive evaluation method is used to construct the bidding risk assessment model of A company’s power supply and transformation project,and the questionnaire survey method is used to invite experts in related fields to evaluate the risks of A company’s bidding.The result of the bidding risk assessment of A Company’s power supply and transformation project is medium risk.Furthermore,it further defines the risk degree of A company’s power transmission and transformation project bidding.And put forward the control strategy according to the corresponding risks to guide the bidding work of A company’s power transmission and transformation project.Finally,several safeguard measures are proposed for the problems existing in the bidding risk management of A company’s power supply and transformation project,such as strengthening the management of personnel departments,improving the bidding risk management system,and building the bidding risk early warning system,so as to prevent and control the bidding risks of A company’s power supply and transformation project in a more timely manner. |
