| With the continuous development of China’s “the Belt and Road”,large-scale,clustered and complicated international projects keep spring up,construction projects involve owners,designers,contractors,suppliers and many other participants.However,the fragmented business modules and fragmented consulting forms in the traditional engineering consulting industry make information transmission sticky,blind spot of responsibility appears in project management and control,which limits the systematic services provided by engineering consulting to maximize the overall benefits of the project.China’s traditional "fragmented" model of engineering consulting is struggling in international cooperation,incompatible with the internationally advanced "one-stop" consulting system,the engineering consulting industry must provide a new type of consulting service mode in line with the international common project management mode,so the whole process engineering consulting is born.Whole process engineering consulting is an important measure to promote the supply-side reform of consulting industry in China,it provides integrated project management services for the owner from the whole life of the project.This paper firstly reviews the literature on whole process engineering consulting,it is found that the most urgent task is to construct the supporting organizational structure and partner selection for whole process engineering consulting.Then from the nature of engineering consulting services,reference to the definition and structure of service supply chain,defines the meaning and characteristics of whole process engineering consulting service supply chain,explore the feasibility,advantages,structural design principles and structural design steps of this model,and constructs a whole process engineering consulting service supply chain structure model with the leading enterprise as the service integrator.Due to the characteristics of the whole process engineering consulting service supply chain,such as integration,knowledge,professional density and high-level symbiosis,require the leading enterprise to choose partners carefully.In the process of constructing the evaluation index system for the selection of whole process engineering consulting partners,literature study and field research are combined to obtain the common indicators that can evaluate the enterprises participating in the whole process engineering consulting.Combining with the national policy,the author deduces and summarizes the individual indicators suitable for each special consulting enterprise through the SCOR model.The common indicators and the individual indicators are summarized and optimized to form a sound and appropriate evaluation index system for partner selection of whole process engineering consulting service supply chain.Finally,because the BP neural network can effectively break through the limitation of uncertainty of influencing factors and subjective emotion,the BP neural network is selected to establish a model of partner selection for whole process engineering consulting,and the feasibility and objective applicability of the selection method are verified through a case study. |
