As a national livelihood industry,the electricity industry is closely related to social security and stability and national economic development.Nowadays,the form of electricity generation in our country is still dominated by thermal power generation,but the market share of it is bound to shrink with the rapid development of clean energy and the influence of macro policies.How to make steady progress in the increasingly fierce market competition is a challenging task for the management ability and level of thermal power plant.Safety is always a prolonged topic,which is the most essential of any manufacturing enterprise.There is no trivial matter in safe production,manufacturing enterprises must always keep cautious.Safe production guarantees no safety once for all,a tiny fault can lead to the loss of everything.Electric power enterprises,due to the specialty of their industry,should regard safe production the utmost upon all others.Safety is the lifeline of electric power enterprises,electric power enterprises must unswervingly put production safety in a prominent position.With the attitude of returning to zero every day and the concept that potential threats are accidents,electric power enterprises should instill the safety concept into its details of overall operation,thus creating greater effects.TC Power Plant actively responds to the requirements of green transformation of national economic and social development by always adhering to the bottom line of safety production,implementing the primary responsibility for safety production and constantly improving the level of safety management in the process of transformation and upgrading.However,the safety situation of the power plant is not optimistic considering its occasional safety accidents as a result of aging generating unit facilities and outdated management system.On the premise of ensuring the safe operation of the units,combined with the actual situation of the power plant,the safety production management system needs to be constantly optimized and improved in a bid to adapt to the new requirements for the development of thermal power enterprises under the new situation.This paper first compares development history of current domestic and external safe production management system.Owing to industrial revolution,external safety management system have developed rapidly,and gradually improved and completed;whereas domestic safe management started late.However,as our country emphasizes more on safe production,domestic safe production management system has been gradually updated.In the following passage,this paper introduces basic concepts and theories of safe production,analyzes the current situation of safety management of power plants from five aspects,and illustrates current development of power plant comprehensively and precisely.Then,through the comprehensive use of various methods such as literature research method,case study method,group interview method and questionnaire method,this paper observes inappropriate operation of the system,imperfect education and training,incomplete rectification and reform to potential risks,nonstandard outsourcing management and unsound emergency response issues,and analyzes existing issues and their reasons in safe production management system of the power plant to identify crux points.Furthermore,a set of safety risk pre-control system characterized by advanced ideas,proper methods,effective control,professionalization and strong operability is built through five optimization strategies of safe production assessment system,safe education and training system,hidden danger inspection and management system,outsourcing safe management system and emergency response management system,to standardize the operation behavior in the power plant and improve the safety awareness and business skills of employees.Finally,the paper formulates optimized safeguards concerning ideas,organization,system,technology and production funds of safe production to ensure the operation of the system from various aspects,thus improving the modern safety management level of traditional thermal power plants in an all-round way.
