The 19 th National Congress of the Communist Party of China clearly pointed out that Chinese economy has changed from a stage of high-speed growth to a stage of high-quality development,and put forward a new development concept of building a "modern supply chain" for the first time.The State Grid Corporation of China has taken advantage of an opportunity to put forward the grand vision of " building energy Internet enterprise with Chinese characteristics and International leading".As a leader in the supply chain of the energy industry,it is of great significance to apply new technologies to drive the transformation of traditional supply chain to modern(intelligent)supply chain.State Grid Shaanxi Material Company,as the material professional support unit of State Grid Shaanxi Electric Power Company,shoulders the important task of providing strong material support for Shaanxi Power Grid.Since it is established in 2012,the State Grid Shaanxi Material Allocation Center under the Material Company has played an active role as a unified and coordinated "window" for Shaanxi Power Grid’s material business.It takes material demand as the orientation,supply guarantee as the goal,and relies on the material intensive information system.However,with the rapid development of the times,all business links in the supply chain are not connected,the value of data analysis is not obvious,and the overall planning of material resources is not prominent,which restricts the development of the work.How to transform and upgrade the business of the material allocation center has become an important topic to be solved urgently.Through in-depth research and analysis on the development status,existing problems and causes of the actual business of Shaanxi Material Allocation Center of the State Grid,it forms and clarifies the scheme design and main contents of business transformation and upgrading gradually,that is,building energy Internet enterprise with Chinese characteristics and International leading.a modern intelligent supply chain system,and upgrading from a material allocation center to a supply chain operation center covering the entire supply chain of materials by applying the technology of big cloud moving intelligent chain centers on the development strategy of State Grid Corporation.Four major changes have been realized.The first is to change from monitoring and early warning to operation monitoring;The second is to change from material allocation to resource allocation;The third is to change from emergency coordination to emergency support;The fourth is to change from overall planning ofresources to intelligent decision-making.We will comprehensively improve the capabilities of operation analysis and decision-making,optimal allocation of resources,risk monitoring and early warning,application of data assets and emergency dispatching and command,promote the upgrading of supply chain management,promote the improvement of quality and efficiency in the Company’s operation,and provide high-quality and efficient intelligent supply chain service support for the development of the Company and Shaanxi Power Grid.At the same time,four safeguard measures are put forward,which includes organizational mechanism,system process,personnel guarantee and hardware and software.The transformation and upgrading of the material allocation center to a supply chain operation center is an important measure to implement the spirit of the 19 th National Congress and promote the deep integration of new technologies and the real economy.It is an internal requirement to provide strong material support for Shaanxi Power Grid and an inevitable choice to conform to the development of new technologies such as "big cloud and moving intelligence".Facing the new situation and new requirements,the future supply chain operation center should focus on building perception,dispatching,analysis and learning capabilities.The real establishment of a full supply chain operation and management mechanism that keeps pace with the times and updates itself will make new and greater contributions to the accurate and efficient guarantee of Shaanxi power grid material supply and the realization of the company’s high-quality development,and will also provide some reference for the transformation and upgrading of the material allocation centers of other provincial companies.
