Research On The Coordinated Development Of New Urbanization And Basic Public Services In Anhui Province

As China’s urbanization development enters a new stage,more and more attention is paid to the provision of high-quality basic public services as an important measure to realize the achievements of new urbanization development shared by all.The unbalanced and inadequate development mode has always been an important factor restricting the upgrading and transformation of China’s social productivity.At present,the people’s expectations for a better life are mainly reflected in a good living environment,convenient infrastructure and perfect social security.Therefore,improving the development level of inter-regional basic public services and enhancing the effective supply of public services are important ways to guarantee and improve people’s livelihood,maintain social prosperity and stability,and realize sustainable social and economic development.Meanwhile,the balanced development of basic public services is of important positive significance to narrow the gap between urban and rural areas and realize the high-quality development of new urbanization.In the new period,the country has put forward higher requirements on the quality of new urbanization construction and the development level of basic public services.Meanwhile,the implementation of national cross-regional strategy indicates that in the future,the coordinated development of new urbanization and basic public services between regions will become the focus of our national strategic planning.This paper takes 16 cities in Anhui Province as the research object,uses entropy method,coefficient of variation method and comprehensive evaluation model to construct two system index systems of new-type urbanization construction quality and basic public service in the study area,and combines the coupling coordination degree model of the two systems,kernel density analysis and exploratory spatial analysis.Four time nodes(2005,2010,2015 and 2020)were selected with five years as the time interval to analyze the relationship between new urbanization and the coordinated development of basic public services in the study area and the influencing factors,and then the optimization strategy was proposed.The results are as follows:(1)From 2005 to 2020,the comprehensive development level of new-type urbanization in 16 prefecture-level cities in Anhui Province showed steady growth,and the development gap between the regions had a further widening trend.Among the five subsystems of new urbanization,social urbanization and ecological urbanization contribute more evenly to new urbanization.The development and change curves of the three subsystems of population,economy and spatial urbanization are similar to those of new towns,showing regional imbalance differences.From the perspective of spatial distribution,although the cities in Anhui Province have improved on the whole,the development level of new urbanization in northern Anhui lags behind that in middle Anhui and southern Anhui for a long time,showing a trend of "high in the south and low in the north,high in the east and low in the west".(2)Compared with new-type urbanization,the development level of basic public services in Anhui Province from 2005 to 2020 has a more obvious change in narrowing the development gap between regions,and the change coefficient in the past 15 years has decreased by 0.16.From the perspective of time,the basic public services of prefecture-level cities have developed rapidly during this period.Among them,health care,social security and infrastructure three sub-elements showed equal growth.From the perspective of spatial evolution analysis,the high value areas of basic public services in Anhui and southern Anhui showed an integrated development trend.At the end of the study,the development difference between central Anhui,southern Anhui and northern Anhui became smaller year by year compared with 2005,and the development level of basic public services generally showed a trend of "strong in the south and weak in the north".(3)The coupling coordination degree of new-type urbanization and basic public service in Anhui province experienced rapid development from 2005 to 2015,and gradually slowed down the development speed from 2015 to 2020.According to the change trend curve,the coupling coordination development trend of the two systems is similar to the change curve of new-type urbanization,and the difference between them and the change curve of basic public service is obvious.From the dynamic change pattern of the development of the two systems,the coupling coordination degree of the two systems in Anhui province presents multi-polarization in space.The high value area is located in Tongling,Wuhu,Maanshan and other cities,while the low value area is located in Bengbu,Fuyang,Chizhou and other cities in northern and southern Anhui.From 2005 to 2020,the coordination area is constantly increasing;From the perspective of spatial distribution,the overall distribution pattern is "high in southeast and low in northwest".(4)From the perspective of time evolution,the overall spatial correlation between new-type urbanization and basic public services in Anhui Province shows an increasing trend over time,but the growth rate tends to slow down.From the perspective of the global Moran index,although the coupling coordination degree of the two systems in Anhui province has increased greatly from 2005 to 2020,the overall significance level is low.From the analysis of spatial agglomeration trend,the distribution characteristics of southern Anhui are mainly high and low,while the distribution characteristics of northern Anhui are low and low.(5)The spatio-temporal characteristics of the coordinated development of new-type urbanization and basic public services in Anhui province are influenced by the superimposed interaction of various factors,among which social factors and policy factors occupy the dominant position,followed by the degree of opening to the outside world and economic factors,and industrial factors and traffic conditions,which play a fundamental role in the coordinated development of the two systems.In factor interaction detection analysis,factors such as population factor,social factor and traffic condition mainly provide basic functions for other factors,and the interaction types of the two factors are double factor enhancement or nonlinear enhancement.(6)By summarizing and analyzing the comprehensive research results of new-type urbanization and basic public services in Anhui Province,this paper provides strategic suggestions for promoting the coordinated development of the two systems in Anhui Province: optimizing urban spatial pattern and improving the quality of citizenization;Improve the industrial structure,regional economic advantages complement each other;We will strengthen policy support and transform government functions.
