| In the new journey of modernization of "people-oriented new urbanization" proposed in the 14 th Five-Year Plan,we often have higher requirements for the current living environment and quality of life.As a result,a series of new social spaces will emerge-residential communities of resettlement housing,which is an important link in the development of urbanization.However,resettlement housing construction is large in scale,strong in policy attributes and low in profitability,and faces problems such as inefficiency,financial constraints and weak management,so systematic cost management is needed.The construction phase is the most variable part of the project progress,and it is difficult to control both investment returns and investment risks.The uncertainties affecting the cost of resettlement housing mainly exist in the construction phase of the project.In this case,identifying and analyzing the risks affecting the construction costs is the way to go.This paper focuses cost risks in the construction phase of relocation and resettlement housing.Firstly,16 relevant influencing factors were identified qualitatively by using literature analysis and face-to-face conversation with experts,and a risk assessment index system was constructed;and the data obtained from the questionnaire were combined with the AHP method and DEMATEL method,and the data obtained from the questionnaire were combined with SPSS software to rank the comprehensive weight size of the indicators affecting the cost risk of resettlement housing during the construction process.Finally,a multi-layer recursive structure diagram of cost risk influencing factors in the construction phase of resettlement housing projects was constructed using an explanatory structural model to demonstrate the causal attributes,importance and correlation among risk indicators.The results show that: the price increase of human resources and machinery,engineering design changes,and subcontract price changes are all factors at a deeper level and have a higher risk weight in the whole construction phase;policies and regulations and local government decisions are fundamental factors and also causal factors,which can easily have a cascading effect on project construction;the long acceptance time is a superficial and consequential factor affecting the cost risk.The longer acceptance time is a superficial and result factor of cost risk,which is vulnerable to the influence of other factors and needs to be improved by the coordinated action of multiple factors;the greater the centrality of the factor,the higher the importance of the influence of the factor,and the key risk factors should be considered in advance as the key regulatory content,and the parties involved should pay more attention to it.Finally,based on the results of the analysis,corresponding risk prevention or countermeasures are formulated with a view to providing some theoretical support for similar projects,maximizing cost-effectiveness,and also contributing to the promotion of urbanization. |
