With the acceleration of urbanization,the rapid development of modernization,the continuous expansion of urban scale,the increasing shortage of urban development land,and the demolition of houses on many rural collective land.In order to solve the resettlement problem of the resettlement residents,the construction of resettlement houses appeared.Resettlement housing,as a kind of affordable housing,enjoys preferential policies such as government land allocation,tax reduction and exemption.Resettle ment houses are usually built on the behalf of professional construction companies commissioned by the government.In the process of project construction management,the control of the three most important objectives must always be done: progress,quality and cost.However,due to the particularity of resettlement houses,there are strict requirements on the quality of housing projects and completion delivery time.Once resettlement houses are delayed in progress or not up to standard in quality,group incidents can easily occur if they are not handled well,which will affect social harmony and stability.Therefore,in the construction process of resettlement houses,the progress and quality safety control is relatively strict.Relatively weak control over costs.Nowadays,with the rapid development of the city,the construction volume of the resettlement housing project is very large,and the management and control of project construction costs need to be strengthened,so as to effectively reduce the government's capital expenditure.Firstly,based on the concept and classification of resettlement project,the paper summarizes the characteristics of resettlement project,mainly including time constraint,political nature,risk and comprehensiveness of management.According to the characteristics of the project,the cost structure and cost management of the project are analyzed.This paper makes an in-depth analysis of the current situation of cost control in the early stage of resettlement housing project,the cost management links,contents and methods in each stage,as well as the existing problems,and puts forward corresponding optimization measures.Based on Jiangsu B resettlement housing project,this paper introduces the cost management and control proce ss in the early stage of resettlement housing development project,mainly including the cost control in the project design stage and project bidding stage,summarizes the advantages and disadvantages of the earlier stage cost control of B project,and suggests introducing limited design.The proposed cost control system of resettlement housing project is of certain reference value to the construction unit of resettlement project.
