Since the reform and opening-up,China’s urbanization level has achieved remarkable achievements.The urbanization rate of China’s permanent population reached 64.72% in 2021,achieving the great feat of moving more than half of the country’s population to cities.However,in the process of accelerating the pace of urbanization construction and gradually expanding urban areas,new thorny problems have been derived.For example,when urban planning,land development,and public infrastructure projects emerge intensively,how to settle a large number of passive urban aborigines is a practical problem that has to be properly solved in urban construction.The construction of a resettlement housing project has become an important means to ensure the smooth relocation of the city and meet the needs of displaced households.As the livelihood housing construction project with both policies,the resettlement housing project has the characteristics of large construction scale,high-quality requirements,long construction period,and many participating units.Because of this,resettlement housing projects in the construction process there are various potential cost risks.This paper takes the resettlement housing project of D Block of Baiyuan,Jiada Ying,Baohe District,Hefei city,which is constructed by a certain engineering bureau of China State Construction Engineering As a case.Based on the perspective of the construction unit,based on in-depth analysis of relevant theories such as cost risk management,fuzzy analytic Hierarchy Process(FAHP),a systematic analysis method combining qualitative and quantitative analysis,is used.The project cost risk management during the implementation of the resettlement project is studied.Through literature analysis and expert interview method,20 cost risk factors of the resettlement housing project in D block of Baiyuan in Jiada Ying are identified in terms of quantity,price,construction period,and quality.The hierarchical structure model of risk factors and the cost risk evaluation index system of the resettlement housing project were successively established.FAHP was used to comprehensively evaluate the cost risk of a resettlement housing project in the D block of Baiyuan,Jiaying.The comprehensive evaluation result of risk quantification shows that the comprehensive score of the overall cost risk of the project is 50.749,which is at the moderate risk level.The maximum comprehensive evaluation value of the overall risk of the project calculated from the principle of maximum membership degree is 0.3265,indicating that the overall risk of the resettlement housing project in Block D of Jiayin Baiyuan is medium.At the same time,different cost risk factors have different impacts on the resettlement housing project of the D block of Baiyuan in Jiada Ying.Among the four first-level risk factors,the degree of influence on the project cost management is in descending order: construction period(34%),price(28%),quality(24%),and engineering quantity(14%).According to the risk identification and analysis results of FAHP,the paper finally puts forward specific measures to deal with the cost risk of resettlement housing projects from four aspects of bill quantities,price,quality,and time limit.From a theoretical point of view,this study enriched the application of fuzzy theory and analytic hierarchy process in the process of analyzing the cost risk management of resettlement projects.From a practical point of view,this study provides a theoretical basis and specific feasible countermeasures for the cost risk management of resettlement housing projects.Figure [6] Table [12] Reference [112]...
